Project Facts

This Preservation project preserves 8.95 miles of SR 28 in Douglas County east of Rock Island.
Why is WSDOT
pave State Route 28?
A Hot Mix Asphalt overlay was necessary to preserve the load carrying ability of the pavement structure. WSDOT worked with the Chelan County PUD to channelize the Rock Island Grade Road intersection at Rock Island Dam.
The End Result
This project restored the structural integrity of the pavement and improves drainage, reducing future maintenance. It also improves safety with more visible striping. A channelized intersection, funded by the Chelan County PUD, includes additional drainage features and illumination.

Environmental Protection
All environmental laws and guidelines were followed. All areas of disturbed roadside were restored to the designated roadside character.

- SEPA (CE) - State Environmental Policy Act of 1971.
- Temporary Erosion Control Plan.

Increasing safety is one of our priorities
In addition to the safety benefits of the project itself, a traffic control plan to protect motorists during construction and a work zone safety plan for the crews on the site was implemented.
Will this project impact tribal resources?
No impacts were identified. WSDOT seeks to address the concerns of tribal nations using the process outlined in section 106 of The National Historical Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan.
Financial Information
This project was advertised for bids October 24th, 2005. 3 bids were opened on December 1st. On December 5th, contract # 7056 was awarded to Central Washington Asphalt, Inc. for $2,047,756.75 - 4% over the engineering estimate.
This project was funded through the following fund sources:
- Pre-Existing Funds - $2.32 million
- Other Agency Funds - $230,000 These funds are provided by the Chelan County Public Utility District for the improvements to Rock Island Grade Road.
- Total funding from all sources - $2.55 million
