Statewide Human Services Transportation Plan

Along with partners across the state, WSDOT developed the statewide Human Services Transportation Plan (pdf 1.5 mb) to coordinate the transportation needs and interests of all Washington residents. Created with the help of 14 Regional Transportation Planning Organizations in our state in 2013, the plan serves a number of purposes:

  • Identifies service gaps and challenges.
  • Compiles and consolidates best practices from around the state and beyond.
  • Recommends strategies to improve access to transportation throughout the state.
  • Focuses on delivering transportation services to people with special needs; and to those who are unable to transport themselves due to physical or mental limitations, income or age.

WSDOT developed a community engagement report from early rounds of engagement to inform the 2020 Statewide Human Services Transportation Plan:

Local Human Services Transportation Plans

The statewide plan advances key themes and common strategies from each of the local-sponsored plans to a statewide level. In developing the plan, WSDOT sought strategies that encompassed multiple service areas. Regional efforts identified local needs and unique issues that the statewide plan was designed to address.

The partners included all 14 Regional Transportation Planning Organizations in Washington state in 2013, as well as special needs transportation service providers, social service non-profits, tribal governments and transportation organizations, veterans, local and regional transit agencies, and other municipal agencies. 18 Regional Transportation Planning Organizations submitted a local Human Services Transportation Plan for the 2018 cycle. These 18 local plans help identify statewide trends, needs, and strategies for the 2020 statewide plan update.
