Advisory Committee on Tolling and Traffic Management (2011 - present)
WSDOT and the City of Seattle established an advisory committee on tolling in fall 2011. WSDOT, the Seattle Mayor and Seattle City Council jointly appointed the 15 committee members (pdf 23 kb). Five members were nominated by each, and membership was confirmed by the City Council. Members were selected to represent various interests, including freight, retail, drivers, labor, bicycle and pedestrian interests, large employers, waterfront businesses, adjacent and affected neighborhoods, transit riders and low income people.
The committee has made advisory recommendations on strategies for tolling the SR 99 tunnel to raise revenue while minimizing and mitigating traffic diversion onto city streets and I-5. These recommendations were shared with the Governor, Legislature, State Transportation Commission, WSDOT, Seattle Mayor and the Seattle City Council.

The committee prepared a progress report to share their work through 2012 and discuss policy issues. This report, and accompanying letter, were distributed by the committee’s co-chairs to a variety of agencies and appointed and elected officials in December 2012.
The committee will continue its work for two to three years after tolling begins to review SR 99 tolling and transportation system performance, particularly during construction on the waterfront.
