Polygons represent the Regional Transportation Planning Organizations (RTPOs) planning area boundaries, Metropolitan Planning Organizations (MPO's) Metropolitan Planning Area (MPA) boundaries, and MPO MPAs that are designated as Transportation Management Areas (TMA's). MPOs are responsible for transportation planning within the MPA. RTPOs are responsible for growth management compliance within their planning areas and the development and adoption of regional transportation plans.

A Metropolitan Planning Organization (MPO) means the policy board of an organization created and designated to carry out the metropolitan transportation planning process in urbanized areas with 50,000 or more population. A Transportation Management Area (TMA) means an urbanized area with a population of over 200,000, as defined by the Bureau of the Census and designated by the US Secretary of Transportation, or any additional area where TMA designation is requested by the Governor and the MPO and designated by the Secretary of Transportation. A Metropolitan Planning Area (MPA) means the geographic area determined by agreement between the metropolitan planning organization (MPO) for the area and the Governor, in which the metropolitan transportation planning process is carried out. A Regional Transportation Planning Organization (RTPO) is formed through a voluntary association of local governments to coordinate transportation planning among jurisdictions and develop a regional transportation plan.

Urbanized areas (UZAs) are areas with a population of 50,000 or more people as designated by the US Census Bureau. Urbanized area boundaries are reviewed after each decennial US Census and adjusted by the Census Bureau as needed. The FHWA, in cooperation with state and local officials, approves urbanized area boundaries , some of which may also be used by the MPO if the MPO chooses to use the UZA as their Metropolitan Planning Area (MPA) boundary for transportation planning purposes. MPA boundaries that are designated for MPOs are required to have Governor approval, which is a separate process than designating, adjusting, or approving the UZA boundaries. Federal law requires the establishment of a MPO for all urbanized areas. The WSDOT feature class uses the adjusted highway urban area boundaries to show MPA boundaries for those MPOs that choose to use the UZA as the MPA. For some MPOs, the entire county or a different boundary than that of the UZA may be used as the MPA boundary, following approval from the Governor. RTPOs are a requirement of state law. An individual RTPO consists of one or more complete counties. Kitsap County is part of two RTPOs. San Juan County and Okanogan County are not part of any RTPO. RTPOs were created starting with a copy of the county boundary feature class available on the WSDOT Workbench. Individual counties were merged to create RTPOs that contain more than one county. TMAs are required by federal law for urbanized areas that contain 200,000 or more people. Washington State has four TMAs, the Puget Sound Regional Council (PSRC), the Spokane Regional Transportation Council (SRTC), the Regional Transportation Council (Vancouver – RTC), and the Benton Franklin Council of Governments (BFCG). The TMAs for the Seattle -Tacoma –Everett (PSRC), Spokane (SRTC), and Vancouver - Camas - Battle Ground (RTC) Urbanized Areas consist of one or more complete counties. The TMA for the Kennewick - Pasco - Richland Urbanized area consists of the urbanized area plus an area extending beyond the urbanized area but not including complete counties. A shapefile of this TMA was provided by the MPO and added to the dataset.
