Pollinators are critically important for food production and healthy ecosystems. Pollinator populations such as wild and domesticated bees, monarch butterflies, and many other butterfly species are in decline nationally. Enhancing, restoring, and maintaining linear roadside habitat for pollinators can provide connections for pollinators to disperse between agriculture fields and other natural habitat areas.
Pollinator Habitat Ranks identifies high value areas for creating, preserving, or enhancing pollinator habitat on WSDOT owned lands along the state highway system. Three separate models were developed that ranked state routes for monarch habitat, pollinator habitat, and urban gateway pollinator habitat for every half mile highway segment. Monarch ranks were based on the proximity of highway segments to suitable monarch and milkweed habitat as identified by the U.S. Fish and Wildlife Service’s habitat suitability index model. Pollinator ranks were based on the proximity of highway segments to pollinator dependent crops, protected public and private lands, wetland and riparian habitats, native and natural vegetation cover, oak/grassland habitat, and rare and imperiled animal pollinated plant species. Urban gateway ranks were applied to highway segments that intersected with urban areas and the proximity of the highway segment to protected public and private lands, wetland and riparian habitats, native and natural vegetation cover, oak/grassland habitat, and rare and imperiled animal pollinated plant species.

Pollinator Habitat Ranks was developed from models of GIS spatial data that contained inherent inaccuracies. This data should not be considered the final determination on suitable pollinator habitat locations but instead should be used as an indication of areas that may benefit from pollinator habitat enhancement. Because of spatial data errors and changes to conditions over time, sites should be field evaluated to determine their suitability for pollinator habitat enhancement.

Three raster datasets of habitat suitability models for monarch and two milkweed species that occur in Washington. Asclepias speciosa (showy milkweed) and Asclepias fascicularis (narrowleaf milkweed). Milkweed models were developed by correlating a set of environmental covariates to the known occurrence points. A different subset of uncorrelated variables was selected for each species from a set of 25 possible covariate rasters. A model of monarch breeding habitat suitability was also developed, by correlating known monarch breeding habitat points to an uncorrelated subset of the environmental covariates as well as the habitat suitability models already developed for the milkweed species.

Agricultural land use data includes crop type classification, crop group, total field acres, irrigation types, rotation crops, date of entry, last survey date, organic, and notes. Polygons represent actual agricultural field borders and typically represent one crop growing on that location. Acreage is a calculated value. Attributes are updated by WSDA staff via ground surveys or by using outside sources such as USDA's NASS Cropland Data Layer. Outside resources are used whenever possible, such as obtaining data from producers, enlisting help from Conservation Districts, etc. This land use data is published annually at the section-level, but due to limited resources, the entire state is not updated annually. WSDA strives to maintain a minimum 4 year refresh schedule, with a target goal of every 2 or 3 years, especially in the irrigated agricultural basins.

This dataset provides geospatial locations for all of the valid Accumulated Route Mileage (ARM) and State Route Milepost (SRMP) values along State Routes in Washington State.

Data from multiple sources was used as parameters for three models that ranked the suitability of pollinator habitat, monarch habitat, and urban gateway pollinator habitat along state routes by half mile highway segments. All source data were projected to NAD 1983 HARN State Plane WA South (US feet) and clipped to the Washington State boundary as needed. Source data was further processed for all of the models as follows:
Half Mile Highway Segments:
State Routes of Washington State, Routes in the Increasing Direction: Mainline records selected.
State Routes of Washington State: Mainline records selected for decreasing direction.
State Routes of Washington State, ARM and SRMP Locations Along Washington State Highways: Records selected for all half mile ARM values on the mainline.
Half mile highway segments were created by splitting state routes by points located at half mile Accumulated Route Mileage (ARM) values on the increasing side of travel. After the state routes were split, segments at the end of state routes that were less than 1,320 feet were merged with the previous half mile highway segment. Next, divided state routes with a minimum of 500 feet between the decreasing and increasing sides of travel were selected on the decreasing side and split by the half mile ARM point data.
Urban Areas:
Major City Limits: Records selected for major cities from city points layer. Selected city points layer was joined to city limits layer. Records were selected from city limits that were major cities as defined by point layer in join.
Urban Growth Areas: UGAs that intersected major cities were selected.
Highway Urban and Urbanized Areas: Highway urban and urbanized areas that intersected major cities were selected.
The selected Highway urban and urbanized areas, UGA, and major cities feature classes were unioned together and dissolved.
Highway segments that intersected the urban areas feature class were selected. The selected highway segment records were given a value of ‘1’ for the Urban field and the other records were given a value of ‘0’.
Crops:
WSDA Crop: Crop types and rotation crop types pollinated by animals were selected. From the selected pollinator dependent crops, records were removed for Developed, Grape-Wine, Grape-Juice, and Golf Course crop types. Polygons representing crops that weren't pollinator dependent were kept if the rotation crop was a pollinator dependent crop.
From the pollinator dependent crops, crop and rotation crop types for fruit or nut orchards or berries were selected and another separate selection was made for organic crops.
Highway segments that were within ¼ mile of pollinator dependent crops were selected. Selected highway segment records were given a value of ‘1’ for the Crop field and the other records were given a value of ‘0’. This process was repeated for the selected orchard/berry crops and organic crops to populate the CropOrchard and CropOrganic fields.
Protected Areas:
USGS Protected Areas Database: Records with GAP status code (GAP_Sts) 1, 2, or 3, which measures the management intent to conserve biodiversity were selected. From this selection DNR owned lands with a GAP status code of 3 were removed.
Major Public Lands: Records were selected for lands managed for wildlife or wilderness.
DNR Lands: Natural area preserves or natural resource conservation areas were selected.
The three protected area datasets were unioned together. Highway segments that were within ¼ mile of the protected areas were selected. Selected highway segment records were given a value of ‘1’ for the ProtectedArea field and the other records were given a value of ‘0’.
Wetland Habitats:
DNR Rivers and Streams: Selected records with periodicity code of intermittent or perennial and hydrographic feature code of lakes or ponds, side channels to rivers or streams, or streams and rivers.
DNR Water Bodies: Excluded records for Puget Sound and other marine/estuarine waters. Selected records with periodicity code of intermittent or perennial and hydrographic feature code of impounded wet areas, lakes or ponds, or streams or rivers.
National Wetlands Inventory: Excluded records with wetland type of Estuarine and Marine Wetland and Estuarine and Marine Deepwater.
WSDOT Wetland Mitigation Sites: No additional processing.
Highway segments that were within 50 feet of any of the wetland habitat polygons were selected. Selected highway segment records were given a value of ‘1’ for the WaterWetland field and the other records were given a value of ‘0’.
Monarch and Milkweed:
USFWS Western Monarch and Milkweed Habitat Models: Reclassified the monarch and two milkweed (fascicularis and speciosa) raster’s values to 0 for less than 0.75, 1 for 0.75-0.90, and 2 for greater than 0.90 and converted the raster datasets to polygon datasets.
The monarch and milkweed polygon datasets were spatially joined to the half mile highway segments. The highest value within 50 feet of the highway segment for each dataset was recorded for the join.
Native and Natural Vegetation Cover:
National Land Cover Dataset (NLCD): The proportion of native and natural vegetation cover within ½ mile of the highway segments was derived by the following method:
State route rasters were created for increasing and decreasing direction of travel. The rasters were reclassified so that state route pixels equaled 100,000 and all other values equaled NoData.
The NLCD raster was reclassified to change native and natural vegetation cover pixel values to 1 and all other values to 0. Native and natural vegetation cover included, deciduous forest, mixed forest, scrub/shrub, grassland/herbaceous, woody wetlands, and emergent herbaceous wetlands.
The pixel values of the reclassified NLCD raster were summed using a neighborhood focal statistic with a ½ mile radius. Each state route raster was added to the focal statistic raster. The output state route rasters were reclassified: less than 5 percent cover equaled 0, 5 to 20 percent cover equaled 1, 20 to 30 percent cover equaled 2, and 30 percent or greater cover equaled 3. The rasters were converted to polygons and spatially joined to the half mile highway segments. The average value of the raster pixels that intersected with each highway segment was recorded for that segment.
DNR Natural Heritage Program
Oaks and Grassland: No additional processing.
Plant Heritage: Records selected for specific animal pollinated plant species.
Highway segments that were within ½ mile of the Oaks and Grassland and Plant Heritage datasets were selected. The selected highway segment records were given a value of ‘1’ for the OakGrass and PlantHeritage fields and the other records were given a value of ‘0’.
Model Parameters:
The three models were developed to rank highway segments as very high, high, medium, or low for habitat based on the occurrence of the parameters within a specified distance as described above. Occurrence of the parameter was recorded as ‘1’ in the parameter field or as ‘1’ or ‘2’ in the monarch and milkweed fields for each highway segment record.
The Monarch habitat model ranked highway segments based on the combination of values for monarch and either milkweed species.
The Pollinator habitat model was based on the occurrence of the following parameters for each highway segment: pollinator friendly crops and pollinator friendly crops that were orchards/berries or organic crops, protected areas, wetlands habitat, 5-30% natural vegetation cover, oaks and grassland habitat, and animal pollinated plant heritage plants.
The Urban Gateway pollinator habitat model was based on the occurrence of the following parameters for highway segments that intersected with urban areas and had a minimum of 5% natural vegetation cover: protected areas, wetlands habitat, oaks and grassland habitat, and animal pollinated plant heritage plants.
