Needs & Benefits

Westbound SR 18 between Southeast 231st Street near Covington and the West Valley Highway in Auburn needs to be repaved because years of heavy traffic have caused cracks and rutting. Various sections in this 13-mile stretch were last repaved in 1998, 2003 and 2004. A 2-mile section of SR 167 between 15th Street Northwest and 15th Street Southwest in Auburn, last repaved in 2008, has similar cracking and rutting in the two right lanes. Left unrepaired, these can lead to damage to the underlying layers that support the road, which could require costly repairs. The ruts also allow water to collect on the roadway, which reduces traction.

This project’s benefits include:

  • Safety: Eliminating ruts and cracks in the pavement will reduce the opportunity for water to collect on the roadway, which can reduce traction for vehicles.
  • Economic/Preservation: Repaving these sections of SR 18 and SR 167 will preserve the highway structure and reduce the need for costly repairs.

What can people expect?

Most of this work will take place during overnight lane and ramp closures. SR 18 will remain open for most of the work, although a section just west of SR 167 will require four nights of full westbound closures with a detour via SR 167 and 15th Street Northwest. People who drive westbound SR 18 overnight also should plan for numerous ramp closures during the project. Signed detours will be in place for each ramp closure.

During construction, drivers should expect sections of rough roadway and bumps on SR 18, SR 167 and numerous on- and off-ramps when crews grind off about 2 inches of old asphalt, before repaving it.

Crews will also replace the transition from sidewalks to crosswalks at the Southeast 304th Street on-ramp to westbound SR 18 to create better sidewalk connections of people of all abilities. This work will take place during daytime hours. Sidewalk users may need to use alternate routes.


  • January 2018: Project was advertised for competitive bidding.
  • Late winter 2018: Project awarded to Tucci and Sons Inc.
  • Spring 2018: Construction will begin.
  • Fall 2018: Work will be completed.


The estimated total cost of this project is $8.9 million. The funding sources including pre-existing state funds, Connecting Washington and local sources.
