| NOTE - Most of the software here will be in compressed format. This will normally be larger (>1 megabyte) files or those applications composed of multiple files. PDF files are already a compressed format, will not be compressed again. Compressed files will be downloaded as self extracting archives (Windows ones ending in EXE and Macintosh ones ending in SEA), so you will not need anything esle to extract them.. If you have trouble downloading anything please contact Ken Glasscock at GlasscK@wsdot.wa.gov and we will make sure you get the software you need.
There are four categories of software to download from this page:
Programs and Data which consists of executable programs, macros, application documents, spreadsheets, and other general software for a variety of platforms.
Hard Copy Forms which are Adobe Acrobat PDF files of various WSDOT forms that can be printed using the Acrobat Reader to provide hard copies on demand.
On Screen Forms will be Excel spreadsheets or Filemaker Pro v5 databases as run time versions of Filemaker which will work for that form. Filemaker forms can be filled out on screen but not modified. These databases will work with the full version of Filemaker Pro.
Manuals are Adobe Acrobat PDF versions of WSDOT manuals that can be downloaded in their entirety and used online or printed.
NOTE: Any forms and manuals here are also available on the WSDOT Engineering Publications CD Library, along with many others. If you do not have this product we encourage you to subscribe to it. Programs and Data
A number of computer software programs have been developed to assist agency personnel in accomplishing transportation related tasks. All of the programs are either freeware or shareware with costs minimal. Generally speaking we will try to provide both Macintosh and Windows 95/98/NT versions of software that we develop in TransAid. For software that we get from other sources we have no control over platform versions and so will provide what is supplied to us. If you have a need for software which will run on other platforms please let us know so we may attempt to provide it.
'Laptop98' Local Agency Bridge Inspection Software
The Laptop98 Bridge Inspection Software has been replaced with a new application called BridgeWorks.Net
STIP Too Application (This is version 5.7 from 6/26/2007)
This program enables you to manage your Six Year TIP (Transportation Improvement Plan) and then send it to your MPO/RTPO and/or your Regional Local Programs Office for inclusion into the STIP (Statewide Transportation Improvement Program). It is written in Filemaker Pro 6.0 and is provided as a runtime.
We provide separate runtime versions for Windows 2000/XP or newer and Macintosh for download. Note that the databases in both versions are identical, the only difference is in the runtime executable and support files.
This version also includes the STIP manual as a PDF file integrated with the application. The manual itself, along with the associated search files, is available for download separately. It has been indexed for searching, so be sure to use the version of Acrobat Reader with search. It is also free. If you have any questions please contact Charlie Valentine directly.
!!NOTE: These compressed archives will uncompress to a folder called "STIPfm2007". If you already have this folder, please rename it to "STIPold" before uncompressing the new version. That way you can copy your existing project data from the old to the new version.
Main Street Pavement Application
This program enables you to manage your pavement distress records for the Main Street Pavment program. It will calculate your pavement condition rating for you and, if you have an internet mail link, enable you to email your pavement records to Highways and Local Programs. It is written in Filemaker Pro 5.0. We provide separate runtime versions for Windows 2000/XP 4 or newer and Macintosh for download. Hazard Elimination Safety Program Application
This application provides for both the high accident location application as well as the high risk location applications. It has the same interactive worksheets as the collision application above, but does not have the software which enables you to directly use the backlog collison data as supplied by the WSDOT Transportation Data Office It is written in Filemaker Pro 5.0. We provide separate runtime versions for Windows 2000/XP 4 or newer and Macintosh for download. Everseries Pavement Analysis Programs (EVERSERS.EXE) - This series of programs contains the following three independent modules:
1. Evercalc 5.0 - A FWD Pavement Moduli Backcalculation Program
This program is useful in back calculating the pavement layer moduli from Falling Weight Deflectometer measurements. The program uses WESLEA layered elastic analysis program for forward analysis and a modified Augmented Gauss-Newton algorithm for optimization. This program can handle upto 5 layers, 10 sensors, and 12 drops per station. Options for estimating apparent depth to stiff layer and temparature corrections for AC moduli are included.
2. Everstress 5.0 - A Layered Elastic Analysis Program
This program is useful in determining stresses, strain, and deflections in a layered elastic system (semi-infinite) under circular surface loads. This program can handle upto 5 layers, 20 loads, and 50 evaluation points. It can also take into account any stress dependent stiffness characteristics.
3. Everpave 5.0 - A Flexible Pavement Overlay Design Program
This program is useful in determining the overlay thickness that would be required to bring the damage levels to an acceptable level under a design traffic condition. This can handle upto 5 layers (including the overlay) and account for seasonal variation of traffic and stiffnesses.

FWD Area Program (FWDArea.exe) - This program is useful in calculating Normalized Deflections, Area Value, and Subgrade Moduli from FWD Data. Metric or English units can be used. Two sets of outputs can be obtained, a Tabular output and a Graphical outout.
HyperCalc (HYPRCALC.EXE). A shareware utility for converting between metric and English units. It runs on PC microcomputers operating with Microsoft Windows 3.x. Developed for Utah DOT by Pallas Informatics, Inc., Logan, UT. This file is a self extracting zip file that will uncompress to c:\hypercalc folder.
APWA CAD Symbol Standards and Menus (APWA12.ZIP)
A public domain program of standard AutoCAD symbols. Developed by the Washington Chapter of APWA for use with AutoCAD release 12.
The files necessary to operate the Washington Chapter, APWA AutoCAD Symbol Library in AutoCAD revision 14 can be downloaded below. These files have been obtained from the person who was intrumental in the creation of the symbols. Two files must be downloaded: the instructions and the files themselves.

County Road & City Street Forms. This set of forms is an on screen version of the forms "Revenues and Expenditures for City/Town Arterials, Streets and Related Activities" and "Revenues and Expenditures for County Roads and Related Activities". Please review form instructions for information, guidance, and references that may assist in the completion and submittal of forms to WSDOT.
Hard copies of forms are mailed to each City and County in the state. You may use these on-line forms to submit your completed City Street or County Road Report with WSDOT. Click here to access instructions for obtaining and submitting the form files. Please e-mail your completed form to Nancy Richter richten@wsdot.wa.gov or Jim Miernyk miernyj@wsdot.wa.gov by May 31, 2007. When you attach the form to an email message please only send the file ending in CTC. This form is written in Filemaker Pro 6.0. We provide separate runtime versions for Windows 2000/XP and Macintosh for download. Note that the databases in both versions are identical, the only difference is in the runtime executable and support files.
This form download process uses a self-extracting zip file with an .EXE file extension. Some Internet firewalls prohibit transmission of files with that extension due to virus concerns. Please note the form is incapable of virus transmission. If your firewall prevents successful receipt of the Filemaker Pro version of the forms, please click here to download a .zip version, or e-mail Jim Miernyk or Nancy Richter at the addresses above for other options.

Bridge Program Funding Application. These are the forms necessary to apply for Bridge Program funding. The forms are composed of the Bridge Program Funding Questionnaire and the Paint Inspection Report The Paint Inspection form must be filled out for all painting projects. Please send completed forms to HLPGrants@wsdot.wa.gov. If you attach the forms to an email message please only send the files ending in ".brc". These forms are written in Filemaker Pro 6.0. Separate runtime versions for Windows 2000/XP and Macintosh are available for download. The forms included in each version are identical.
NOTE: These compressed archives will uncompress to a folder called "BRAC2008" on your C:\ drive. You will need to run the BRACcost.EXE located here. If you already have this folder please rename it to "BRAC Forms old" before uncompressing the new version. You will then be able to copy your existing bridge program data from old version to new version.
All grant application packages must include the following to be considered for funding:
- A Completed Bridge Candidate Worksheet
- The Current Washington State Bridge Inventory System (WSBIS) form (pdf or jpg)
- The Current Bridge Inspection Report form (pdf or jpg)
- The Current Load Rating Summary (stamped by a licensed engineer) (pdf or jpg)
- Electronic photos of the following bridge views (800X600.jpg): (1) Elevation, (2) Deck, and (3) Defect Details
When you send your photos and forms in please note that the maximum size of an email message we can get is 5 megabytes total, so if your pictures are large you may need to send them in a separate message.
