and Program Description
Frequently Asked Questions
Q. I have a new
CTR program. Do I complete the Annual Report form by telling you what I
am doing now or what I plan to do?
A. Complete the questions on the form by describing what is happening at
your worksite now. Then, using the space provided at the end of each section
and labeled with the question, "What changes are anticipated in the next
12 months?" describe what you plan to do.
Q. Who do I contact if I want to ask other questions?
A. If this list of frequently asked questions does not contain answers
to questions you have, you can find out who to contact at the following
website:

Q. Can I skip questions that don't apply to my worksite?
A. Please complete all questions. If a particular question does not apply,
make sure to answer 'no' or type in 'N/A' where appropriate.
Q. If I complete the web-based Annual Report and Program Summary, how
do I get my CEO to sign the last page
A. If you choose to complete your Annual Report and Program Summary
via the web-based form, we recommend that you print the complete form and
ask your CEO to review it and sign the last page. Then send the last page
only to your city or county CTR contact.
Q. How should I complete the form if my company (and my employees)
receives grant money or matching money for a subsidy?
A. Indicate the employer's portion in the area that asks directly for
a dollar amount. Indicate that your company receives grant money and the
total amount an employee receives in the narrative portion of the form…..where
is the narrative portion?
Q. How do I complete question number:
19. Total number of employees means the total number of people employed
by your organization at this work site (full-time, part-time, night-shift,
teleworking, etc.)
20. Total number of CTR-affected employees means
employees at this worksite who meet the following criteria:
• Work 35
hours or more in a week (Monday through Sunday)
• Are scheduled
to report to a single worksite between 6 and 9 am
• Work
on two or more weekdays (Monday through Friday)
• Work
in a position intended to last 12 continuous months
29. and 30. In some counties, distributing a summary of your worksite's
CTR program and providing information about the CTR program at new employee
orientations are required. To find out if these activities are required
in your county, call your county contact:

If these activities are required, please send a copy of your current CTR
program summary to your city or county CTR contact when you submit your
report.
39. Check here to indicate distribution (either electronically or
in hard copy) of public agency ridematch applications or promotion of public
agency internet-based ridematching tool.
41, 66, 79, 85, 92 and 95. Use these areas to note any anticipated
changes to a particular program element in the next 12 months. For initial
programs, use these areas to indicate the elements your worksite plans to
implement in the next 6 months.
61. and 62. If all your worksite's HOV spaces are dual-use spaces
(carpool or vanpool), enter the number of spaces in question number 61 and
explain that the spaces are dual-use in question number 65.
65. Use the space provided to describe your worksite's parking program,
and to indicate if your organization does not provide any parking for employees.
69. If an employer provides the use of a subsidized bus pass to
cover vanpool fares, include it here as a separate element.
74. FlexPass is an annual bus pass program that typically covers
fares for several transit agencies, vanpools, a Home Free Guarantee, andpossibly
other program elements. This program is offered primarily in the Puget Sound
area. If your CTR program includes the Flexpass, please answer "yes" here,
but remember to include each element of your Flexpass program separately.
75. Indicate here if your organization provides a regular transportation
allowance or stipend to employees and it is up to employee discretion on
how the allowance or stipend is used.
76. Use these items for regular incentives or prize drawings provided
by your CTR program, such as quarterly commuter drawings and carpool/vanpool
driver incentives. If you answer "yes" to this question, please use the
space provided to explain your regular incentives and/or prize drawings.
77. If your organization applied for and received a state grant
for ridesharing or the B&O tax credit during this year, please indicate
"yes"
89. to 92. These items pertain to shifting employees out of the
6am to 9am commute period. These are employer-mandated changes, not flextime
or compressed work weeks. Items 89- 91 pertain to receiving credit for past
shifts of employees. Item 92 pertains to plans to shift employees outside
of the 6 - 9 am commute window within the next 12 months.
94 (b). If your CTR program includes guaranteed or emergency rides
home, answer "yes"even if employees are not using the program.
94 (d). Indicate an internal ridematching service done on a proactive
basis for your employees or if you contract for Rideshare Plus. Use question
number 39 to indicate distribution of Ridematching applications or promotion
of internet-based ridematching to employees.
94 (e). The Flexcar program is a car sharing program offered primarily
in the Puget Sound area.
