SR 305 - Poulsbo South City Limit to Bond Road

Project Facts
  • Two new traffic lanes will be constructed (one in each direction) and signed as High Occupancy Vehicle (HOV) lanes during peak commuter hours on weekdays and as general-purpose lanes during off-peak hours and on weekends.
  • Turning lanes at Bond Road, Forest Rock Lane, Liberty Road, Lincoln Drive, Hostmark Street, Tollefson and Sol Vei will be improved. Bicycle lanes will be provided and sidewalks will be constructed between Baywatch Court and Lincoln Drive.
  • A 1,200-foot section of South Fork Dogfish Creek will be realigned away from SR 305 resulting in a more natural meander.

Two new SR 305 lanes open in Poulsbo

Construction began in early August 2006 on the State Route 305 widening project between Hostmark Street and Bond Road.

The project adds lanes with peak hour high occupancy vehicle (HOV) designation, improves five interchanges and installs bike lanes.

WSDOT, along with its partners, the State Transportation Improvement Board (TIB) and City of Poulsbo, awarded the project to contractor Stan Palmer Construction, Inc. for its bid of $14.9 million.

Why is WSDOT proposing this project?
The State Route 305 corridor is a vital transportation link for western Washington, and the Puget Sound region. SR 305 traffic volumes through Poulsbo have steadily increased in recent years, substantially increasing congestion.

This project will relieve traffic congestion and improve pedestrian and bicycle movements. Due to funding constraints, WSDOT will develop contract plans and construct this project in two stages. Stage 1 will construct improvements from Bond Road to Hostmark Street. Stage 2 will complete the remaining improvements from Hostmark Street to Baywatch Court.

The End Result
WSDOT will widen SR 305 from the south city limit of Poulsbo to Bond Road (milepost 10.60 to 12.82). The project includes the following:

  • Two new traffic lanes (one in each direction) signed as High Occupancy Vehicle (HOV) lanes during peak commuter hours on weekdays and as general-purpose lanes off-peak and on weekends.
     
  • Turning lanes will be improved at Bond Road, Forest Rock Lane, Liberty Road, Lincoln Drive, Hostmark Street, Tollefson and Sol Vei.
     
  • Bicycle lanes will also be provided.
     
  • Sidewalks will be constructed between Baywatch Court and Lincoln Drive. Currently the first stage of the project that is funded will construct improvements from Hostmark Street to Bond Road.

Project Benefits

  • Safety. The project adds sidewalks and bicycle lanes, as well as turning lanes at seven intersections.
  • Congestion relief. The use of HOV lanes will help traffic flows during peak commuting hours. Emergency vehicles will be able to respond to incidents much quicker due to the additional lanes.

What is the project timeline?
Development of the environmental documentation was completed in the spring 2005. At that time applications for environmental permits and purchasing right of way began.

Design work is finalized and the project has been advertised for construction. Bid opening occurred June 1 and Stan Palmer Construction Inc. was awarded the bid for $14.9 million.

Stage 1 construction should begin in the summer of 2006 and is expected to be completed by October 2008. Stage 2 is currently unfunded and will be constructed when funding becomes available.

Public Involvement
Your thoughts and opinions are important to us.

Planning for public involvement and agency coordination activities began in 1995 when the SR 305 Corridor Analysis Major Investment Study was initiated. Public involvement has included the formation of a steering committee consisting of representatives of public agencies and organizations, meetings with business owners and residential property owners, an open house, and a combination environmental assessment hearing and open house. In addition, newsletters have been mailed to recipients within the project area. The North Kitsap Herald, a local newspaper, has also helped to raise public awareness of the project by reporting on related events and providing editorials.

Environmental Protection
Areas along sections of SR 305 are ecologically important wetlands and stream areas. The need to protect these locations played a significant role in the initial project design and subsequent design changes. Based on a rigorous process of locating and classifying wetlands according to their function (groundwater purification, fish habitat, etc.), the project engineers have developed designs that minimize impacts to wetland functions and streams adjacent to the project. Related to this are Dogfish Creek and South Fork Dogfish Creek. For years, local people have worked to preserve and enhance Dogfish Creek. The Suquamish Tribe, Trout Unlimited, the Mid Puget Sound Fisheries Enhancement Group, and local citizens have worked with strained resources to tackle problems one at a time. WSDOT is working with the City of Poulsbo, the Suquamish Tribe and State and Federal regulatory agencies to develop acceptable solutions to offset those impacts from highway improvements. As an example, this project will improve Dogfish Creek by replacing eight culverts that are barriers to fish passage, widening SR 305 away from the stream, relocating a section of South Fork Dogfish Creek away from SR 305, and by constructing replacement wetlands.

The SR 305 Bond Road Environmental Assessment (EA) (pdf 2683 kb) was completed and the Federal Highway Administration issued a Finding of No Significant Impact (FONSI) (pdf 2.1 mb) in May 2005.

Increasing safety is one of our priorities
This project will improve safety to motorists, pedestrians and bicyclist by updating traffic signals, improving turning lanes at eight intersections, providing bicycle lanes, and providing sidewalk between Baywatch Court and Lincoln Drive.

Will this project impact tribal resources?
Government-to-Government consultation was initiated between FHWA (on behalf of WSDOT) and the Skokomish Tribe and Suquamish Tribe. WSDOT has been working closely with the Suquamish Tribe to protect tribal resources. There have been significant design changes to enhance existing degraded environments adjacent to SR 305 and ensure that these resources are secured for future generations.
