Overview
We will add a two-way left-turn lane on State Route 20 at Island County's Solid Waste facility just south of Coupeville. We also will widen the shoulders of the highway to 4 feet wide between Jacobs Road and the solid waste facility, and make other safety improvements as funding allows.

The community and local elected officials also have asked us to consider changes to the Parker and Morris roads intersections with SR 20. This year, WSDOT received $1.5 million in federal funding reallocated from other projects to design safety improvements at these intersections. We are currently considering several design options, and will use community feedback to refine our design. There is currently no funding to construct this project.

Why is WSDOT adding a left-turn lane on SR 20 at the Solid Waste Complex and considering changes to the Parker/Morris road intersection?
There have been rear-end collisions related to vehicles turning in and out of the Solid Waste Complex. Our highest priority is reducing the frequency and severity of these collisions between Morris and Jacobs.

We have heard from the community and local elected officials that they are concerned about the safety of Parker and Morris roads intersections with SR 20. We have identified several possible solutions to improve safety.

The End Result
Adding a turn lane will help improve safety and reduce the number of collisions for drivers turning in and out of the Solid Waste Complex. Since the project is located within the Ebey’s Landing National Historical Reserve, we are designing it in such a way as to minimize impacts to the Reserve.

A finalized design for improvements to the Parker/Morris roads intersections will help us petition the Legislature for construction funding. We currently have no funding for construction.

Project Benefits
The installation of a turn lane adjacent to the Solid Waste Complex and the shoulder widening will reduce the frequency and severity of collisions.

What is the project timeline?

  • Winter 2012 - Winter 2015: design project, complete permit process and right-of-way acquisition
  • January 2015: advertise two-way left-turn lane project to contractors 
  • Spring 2015: begin construction 
  • Fall 2015: complete project
