As construction began, a significant public outreach effort was initiated including an open house held April 23 at the WSDOT Maintenance Facility in Okanogan. Read the news release.
WSDOT engineering and maintenance staff as well as Granite Construction and several subcontractors answered questions from more than a dozen residents and business owners. Weary of the non-stop water system and sewer system work underway for more than a year, attendees appeared relieved with provisions in this project to maintain access to businesses, as well as pedestrian traffic on sidewalks and vehicle traffic during nighttime paving.

These (P-1) Highway Capital Preservation-Roadway Paving and Safety Restoration Program projects will extend the pavement life of SR 155 and SR 215 and upgrade signage, striping, sidewalk and other roadway features.
Why is WSDOT
Paving and improving these sections of SR 155 and SR 215?
This roadway is in need of pavement restoration due to the deterioration of the existing asphalt from normal traffic use. Existing sidewalk ramps don't meet current American's with Disabilities Act standards. Striping and other pavement markings are in need of restoration.
This project paves 6-1/4 miles of SR 215 from US 97 in Omak through Okanogan to the junction with SR 20. Besides grinding and paving the driving lanes with hot mix asphalt, the project also includes more than 130 sidewalk improvements, new street lights, updated traffic signal controls for pedestrians, new signs and striping as well as drainage and electrical upgrades.
(SR 215 includes Grape Ave. E., Riverside Dr. E., Main St. and 4th Ave. W. in Omak, Okoma Rd. that becomes 2nd Ave. NW. in Okanogan).
Work begins in Okanogan with Americans with Disabilities Act (ADA) upgrades adding ramps and other features to the sidewalks to accommodate wheelchairs and vision impaired pedestrians.
Concrete “Bulb Outs” at several intersections are being constructed to improve pedestrian visibility and providing a safe area not blocked by parked vehicles. Decorative pavers to match existing commercial themes are also included.
That work and the street light, signal and drainage upgrades will extend to late June.
From then until September, the actual grinding and paving will be done, followed by installation of the new signs, striping and intersection pavement markings.
During the first two months, the biggest impact will be on pedestrians as they are detoured around the sidewalk demolition and reconstruction as for vehicular traffic there will be only some occasional short lane closures at intersections while the concrete is being poured.
When the grinding and paving begins, it will be done at night to impact traffic as little as possible. Expect two-way traffic with lane shifts through the three lane sections and 20 minute delays with flaggers when crews are working in the two lane sections.
Also scheduled for repaving is the SR 155 spur (Omak Ave. and Dayton St.) however replacing the Okanogan River Bridge expansion joints in that section will require a full closure of the spur and a detour for a few days.
The End Result
The roadway will be improved with stronger asphalt to preserve its load carrying capacity. Sidewalk ramps will be upgraded to current ADA standards. New pavement markings will be installed for both vehicular and pedestrian traffic.

Construction is scheduled for 75 working days (7 months) starting April 21 with completion in September.

Project signage will reflect the cost of construction engineering, project bid award and sales tax.
The project was advertised for private contractor bids Dec. 9, 2013. Two qualifying bids were opened on Jan. 30, 2014 and on Feb. 19 contract #8567 was awarded to Granite Construction Company for $3,184,187.96, 1% over the engineering estimate.
