Project Facts
- More than 10,000 vehicles use SR 11 at this interchange daily.
- The number of vehicles using the northbound I-5 on- and off-ramps continues to increase.
- This project will help reduce collisions and congestion at the interchange.
May 2008
- We held an open house on March 4 at Burlington City Hall to give the public the opportunity to view designs, ask questions and make comments.
- We anticipate construction will begin in 2010.
- The 2005 Transportation Partnership Funding Package provided $10 million for improvements to the I-5, SR 11 interchange.
Overview
We will rebuild the northbound I-5 on- and off-ramps, and replace the traffic lights with roundabouts at the Josh Wilson Road and Old Highway 99 intersections. These changes will improve safety and relieve congestion at the I-5, Chuckanut interchange in Burlington.
Why is WSDOT
improving the ramps and intersections at the I-5/SR 11 interchange?
Congestion and collisions are a regular occurrence at the interchange. On average, 10,000 drivers use the interchange each day. From 2002 to 2006, there were 91 collisions in the vicinity of Chuckanut interchange. Thirty-six people were injured, and one person died as a result.
The End Result
We will rebuild the northbound on- and off-ramps and build new roundabouts at the Josh Wilson Road and Old Highway 99 intersections. The I-5 on- and off-ramps will tie into the roundabouts. These changes will reduce the number and severity of collisions that occur at the interchange.
We will coordinate with the future Burlington Boulevard widening project and the I-5/SR 11 park and ride.
Project Benefits
- Safety - Rebuilding the north bound on ramp and exit, and building roundabouts at two intersections will reduce collisions.
- Congestion relief - new roundabouts at intersections on both sides of the interchange will relieve congestion and improve satey for drivers.
What is the project timeline?
- Summer 2010 - begin construction.
- Summer 2007 - buy access rights from property owners within interchange.
- 2007 - design project.
- Nov. 2006 - public open house.
Public Involvement
March 4, 2008 - We held an open house at Burlington City Hall so the public could review our plans and contribute suggestions.
Didn't make the open house? You can still get involved: write us a letter, call on the phone, send an e-mail, schedule a visit to our project office, or visit the project Web pages

Nov. 2006 - We hosted an open house on November 16, to share information and get public input, at the Burlington-Edison High School in Burlington. If you did not make this open house and you have comments regarding this project, please contact Janice Marlega, the project engineer.
Environmental Protection
WSDOT makes every effort to assess and minimize environmental impacts from our projects. During project design, WSDOT will work to reduce the impact to wetlands, creeks and rivers that could be in the project area.
A detailed analysis of the project's environmental impacts will be completed and, if necessary, an appropriate plan for mitigation of impacts will be developed and documented as part of the Environmental Documentation and Environmental Permitting processes.
Please visit the WSDOT Environmental
Services Web site for more information.
Increasing safety is one of our priorities
Improvements to this interchange will help increase traffic flow which will reduce rear-end collisions caused by back-ups.
Will this project impact tribal resources?
WSDOT seeks to address the concerns of the tribal nations using the process outlined in Section 106 of The National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan .
WSDOT will work with the Swinomish, Lummi and Upper Skagit Tribes throughout this project.
To learn more about the tribal consultation process please visit WSDOT's Tribal Liaison page, where you'll find links to WSDOT Centennial Accord Plan and WSDOT's Tribal Consultation Policy (Adopted by the Transportation Commission on February 19, 2003).
