The Washington State Department of Transportation presents its annual Construction Highlights Report, a self-assessment the construction phase of highway project delivery and performance. Last spring, prior to the start of the construction season, we selected 25 projects to represent different types of construction (paving, bridge work, new lane construction, etc.), diverse geographical locations, and various management styles.
In addition, we added a special feature to this year’s report that highlights the SR 16 Tacoma Narrows Bridge, which opened to traffic in July 2007. In this special feature, we discuss the partnership between WSDOT and Tacoma Narrows Constructors, the project’s design-build contractor. The Tacoma Narrows Bridge project is the first toll project completed in the state.

Each spring the Washington State Department of Transportation selects a handful of highway construction projects from each of our region offices for a year-end evaluation of the project’s construction phase. The 2006 Construction Highlights Report provides the results of this self-assessment of our on-time and on-budget performance. This is WSDOT’s sixth annual report.
These 25 projects provide a snapshot of the variety, complexity, and size of our Construction program. Six of the projects (24%) had the highest, five-star ratings in each of the four evaluation categories. Our project evaluations rate each project on design, construction administration, schedule and cost.

2004 Project Highlights
There's a familiar saying at the Washington State Department of Transportation: “What gets measured, gets managed." WSDOT’s 2004 Construction Highlights Report is a self-evaluation of 25 construction projects that were underway and/or completed during the 2004 construction season. The report allows each project office to make a critical assessment of their performance and project delivery, bringing to light both lessons learned and successes to share.
Projects were selected in April 2004, prior to the start of construction for most. These represent a variety of types of projects such as bridge repair, highway resurfacing, interchange construction, etc., which are constructed in a range of environments – from the farmlands of Eastern Washington, to the foothills of the Cascade Mountains, to Washington’s major urban areas, to the rain forests of the Olympic Peninsula.

2003 Project Highlights
This year’s report was improved with the adoption of project evaluation standards using a rating of one star (lowest rating) to five stars (highest rating). We also went beyond looking at just cost and schedule to include design and construction management, recognizing that all these elements are tied to the overall performance and project delivery.
2002 Project Highlights
This year’s report included a new rating category called “Mixed.” It recognized that some construction changes (and resulting costs and/or schedule delays) were made for good reason and shouldn’t result in a “Poor” rating for the project.
