Overview
To preserve the roadways and to improve the driving surface, a Bituminous Surface Treatment (BST), also known as a chip seal, was applied. It is a flexible, protective surface of asphalt emulsion and gravel that is applied to existing or repaired pavement. The following highways were resurfaced under this project:
SR 20/Ferry County Line to Republic
SR 21/US 395 to I-90
SR 21/Wilbur to Keller Ferry
SR 21/Republic to Canada
SR 26/Washtucna to LaCrosse
SR 174/Vicinity of Electric City to Wilbur
SR 260/Kahlotus to Washtucna
SR 263/Snake River to Kahlotus
US 395/Boyds to Canada

The chip-seal layer preserves the underlying roadway structure thus avoiding the high-cost of rebuilding the highway.

Partnerships & Cooperation
WSDOT addresses the concerns of tribal nations using the process outlined in Section 106 of the National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan.
Funding
Awarded to Granite Northwest with a construction bid of $6.3 million. Funded by the Washington State Gas Tax.
