Project Status

The new interchange is operationally complete.
The contractor is completing minor work.

Why is WSDOT building this connection?
There is not a direct connection for motorists traveling from northbound SR 3 to southbound SR 303, nor is there a direct connection from northbound SR 303 to southbound SR 3. Currently traffic must use Kitsap Mall Boulevard and Clear Creek Road to travel between these state highways. This condition is reducing the capacity of Kitsap Mall Boulevard/Clear Creek Road.

The purpose of the project is to substantially improve mobility for traffic movements between SR 3 and SR 303. The widening of Kitsap Mall Blvd/Clear Creek Road will move more vehicles through the interchange and lessen backups on adjacent local roads.

The End Result
A new direct connection ramp from northbound SR 3 to southbound SR 303 will be constructed, as well as a new ramp connecting northbound SR 303 directly to southbound SR 3. Construction elements include:

  • A new signal at the intersection of SR 303 and Clear Creek Road configured to provide for a future county road extension that will connect to Old Frontier Road NW.
  • A type of interchange known as a "Single Point" interchange is being developed for this project. When compared with the traditional diamond-shaped interchange ramps, this style of interchange is compressed geographically, requiring less land on which to build it. This type of interchange is common where available right of way is reduced due to adjacent land developments and other constraints.
  • Realignment of SR 303 and widening for turn lanes.
  • Realignment of Clear Creek Road.
  • Construct a new bicycle facility and extension of pedestrian facilities on Kitsap Mall Boulevard to the Clear Creek Road realignment.
  • New storm water treatment ponds and roadside landscaping.

  • Congestion Relief. A new interchange with a new signal at SR 303 and Clear Creek Road; signals throughout project will be synchronized.

What is the project timeline?
Construction on the $16.7 million project started in April 2006 and was open to traffic in November 2007.

Public Involvement
WSDOT is keeping the public informed through newspaper announcements and communication generated by this web site. This web site will be updated regularly to reflect current project information.

The public has voiced concern with the distance between the stop bar and traffic light on SR 303 for turning onto the new SR3 northbound and southbound on ramps. The project office working with the Region Traffic office have added additional signing, signal displays and revised striping to reduce driver hesitancy and are continuing in the process of further improving the mobility through this area with traffic signal timing revisions and further signing.

Environmental Protection
Appropriate environmental documents identifying the impacts of this project have been completed. An Environmental Mitigation Plan was prepared by WSDOT and approved by the resource agencies. The construction of bio-swales are underway and a storm water detention pond has been completed. Oil and water separators incorporated into the project are currently in the process of being installed for protecting water quality. High visibility fences will be placed around environmentally sensitive areas and an off-site wetland mitigation project will be constructed.

Increasing safety is one of our priorities
By adding the direct connections between State Routes 3 and 303, highway traffic on Clear Creek Road will be eliminated, greatly reducing the number of turning conflicts at the existing intersections. The addition of sidewalks and bicycle facilities through the project along Clear Creek Road will increase safety for pedestrians and bicyclists.

Will this project impact tribal resources?
At WSDOT we seek to address the concerns of the tribal nations using the process outlined in Section 106 of The National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan.

This process is not applicable because the project does not impact tribal lands.
