Change Request #1 - Approved October 22, 2004
Develop a statewide standard, with examples of what needs to be on the intersection approval checklist.

Change Request #4 - Approved March 14, 2005
Revise Design Manual Chapter 1425 to be in line with the FHWA national policy on approval of interchange improvements to the Interstate system.

Change Request #5 - Approved May 5, 2005
Below are suggestions of areas where FHWA should be encouraged to delegate approval authority to WSDOT, specifically relating to limited access.

Access Breaks

  • All permanent "locked gates" that do not allow access to the Interstate mainline or ramps.
  • Pedestrian structures that go over, under, or through the limited access.
  • Pedestrian trails that go through the limited access onto WSDOT right of way, at grade.

The above access breaks do not affect the safety and operational efficiency of the Interstate, as they would not access the Interstate mainline or ramps.

For each project, there would be an average of three weeks in process savings from not having to submit the request to FHWA for their review and approval.

Revise Design Decision Summary to include the thirteen controlling design criteria for all alignments affected by the project.

Change Request #7 - Approved October 3, 2005
Recommend that a team of experts take the data that has already been compiled and move forward in making recommendations to non-consultant agreements affecting project delivery be implemented, including specific directions concerning review by the Attorney General.

Change Request #9 - Approved March 8, 2006
Recommend that a co-location training program be developed jointly between WSDOT and ACEC that includes heavy input from those already seasoned in the process. Additionally, potential on-site training through working in a current co-located office for a period of time would be beneficial

Adopt the Matrix of Deliverable Expectations for Project Delivery that is deliverable, decision, and process focused.

Reimburse prime firms for subcontracting in ways to increase consultant community capability and capacity to support the delivery of the WSDOT program.

Revise Chapter 330 of the Design Manual to allow regional approval to use AASHTO for justification for design decisions.

ACEC/WSDOT Project Delivery Team develop new guidelines and manual for the evaluation of consultant contracts. This would include:

  • Develop a consistent rating system with a description of what defines superior, standard, below standard performance; revise as a component of the solicitations for consultant services contracts.
  • Provide timely reviews by WSDOT to include interim review timelines. This will require a trigger to complete.
  • Develop a process for Consultants to evaluate WSDOT performance.
  • Revise current Performance Evaluation Consultant Services
    Form 272-019  EF.
  • Establish policy for implementation of new guidance.

Change Request #14 - Approved November 7, 2006
Revise Chapter 650 of the Design Manual to use AASHTO stopping sight distance 24" object height except in designated rock fall areas consider a 6" object height. This will require defining designated rock fall areas.

Revise Chapter 910 of the Design Manual to use AASHTO intersection sight distance formula.
