The panel has held 11 meetings, all in Seattle, Washington: February 10-11, April 4-5, and October 20-21, 2005; January 5-6, and July 20-21, 2006; January 4-5, April 5-6, and June 28-29, 2007; and March 7, July 1, and October 10, 2008.

The ST2 plan was on the ballot in November 2007 paired with the roads plan of the Regional Transportation Investment District (RTID) as Proposition 1, "Roads and Transit." However, the voters did not approve that ballot measure.

The panel reconvened, meeting three times in 2008 to review revisions to ST2 planning and develop its final comments. The Sound Transit Board put the revised ST2 Plan on the November 2008 ballot.
