      Abstract:
        Lines and points depict the locations of the Washington State Department of Transportation's Nickel Projects. This includes the Nickel funding package project list enacted for transportation by the 2003 Washington State Legislature (http://www.wsdot.wa.gov/projects/nickel/ProjectList.pdf). This list was prepared by WSDOT from the project listing adopted by the Legislature in the Transportation Budget (ESHB 1163) and transmitted to the Legislative Evaluation & Accountability Program from the Chairs of the Senate and House Transportation Committees on April 27, 2003.

        This data set includes the current Program Item Numbers (PINs) and locational information as it existed in the Capital Improvement and Preservation Program database in September 2003.
      Purpose: This data set is intended for use as a reference layer for GIS analysis and display.
      Supplemental Information:
        Included with the spatial data are tables for Work Items, where applicable. Also included is an Excel document that shows Program Item Number relationships between Legislatively approved Nickel Projects and 9/2003. The 9/2003 PIN number can be related to data in the Capital Improvement and Preservation Program database for additional information on individual projects. The bucket project table includes Nickel projects that have a non-specific or statewide location.

        Process Description:
          A table was exported from TEIS that detailed information on WSDOT's Nickel Projects. This data was compared to information stored in the Capital Improvement and Preservation Program data mart to ensure that current Program Item Numbers were assigned. ESRI shapefiles of State Route Nickel Projects were created using the "State Route Linear Referencing System at 1:24,000" as the source upon which event data was placed. Data was then queried for projects along increasing and/or decreasing routes. This data was then placed along the proper route type and then dissolved to show projects occurring on both sides of the roadway to have a decreasing record only in those areas where the Linear Referencing System shows divided highways. Records that depict new roadway alignments were input from map sources provided by the data reviewer. Ferry Terminal data from the Facilities database were used to locate WSF Nickel Projects. WSDOT's Railroads, Active, in Washington State was used as a source upon which to place rail Nickel Projects data. Records that depict new rail were input from map sources provided by the data reviewer. To place Local Programs Nickel Projects, data from Geographic Data Technology (GDT) was used to find the proper intersections. Nickel Project data was then sent to members of WSDOT's Project Control Office, WSDOT's Highways and Local Programs Office, Washington State Ferries, and WSDOT's Rail Office for validation in terms of both attribute and positional accuracy.

          Format Information Content:
            The standard distribution compact disc contains all geospatial data sets created by the Washington State Dept. of Transportation. Refer to the included Geodata.txt text file for a brief description of the directory structure. Data formats vary--most data are stored as ESRI shape files, but some data models require coverages. There are also dbf-format tables of data located by geographic coordinates or State Route Accumulated Route Mileage.
