This data is an XML database schema which can be imported into a ESRI personal Geodatabase or an ArcSDE database. Several of the datasets that we are getting from data warehouses have very long field names and exporting to a shapefile was creating unuseable field names. The xml database schema is being used as a data sharing alternative to keep data meaningful.

Instructions:

Download XML from the website

Save

In ArcCatalog (ArcInfo license):

Create a personal geodatabase or use an existing one

Right click the geodatabase and select import XML Workspace Document

Path to the xml location

Select to import data

Click next

Verity Source and Target, click Finish

Once import is completed, refresh ArcCatalog and you should have your point shapefile.
