Abstract:
This dataset provides the 2009 update of State Route Freight and Goods Transportation System designations, estimated 2008 average gross annual truck tonnage, FGTS segment lengths, FGTS segment descriptions, and county names. The Freight and Goods Transportation System (FGTS) is a ranking of roads in Washington State by the estimated average gross annual truck tonnage carried. The FGTS indentifies which routes are most heavily used by trucks and provides factual data to support funding for projects that improve conditions for freight transportation. This information also provides support for planning pavement upgrades, traffic congestion management, and other investment decisions. The system is affected by changes in the economy, international trade, and the transportation industry, such as changes in truck travel patterns, cargo types, and tonnages.
Revisions to the Freight and Goods Transportation System routes and tonnage classifications are developed by the agency having jurisdiction over the roadway segment. WSDOT's Freight Systems Division is responsible for maintaining the Freight and Goods Transportation System database and for coordinating the preparation of its mapping with the Strategic Planning Division's GIS & Roadway Data Office.

In most cases, this data is input into the Freight and Goods Transportation System as provided from CRIS. Process Description:
The data from TRIPS and CRIS were analyzed to find: County Roads with freight designations higher than adjoining State Highways and State Highway road sections that had changed designation from the previous
version of the database. These flagged segments were further analyzed by looking at the road segment's AADT (Annual Average Daily Traffic), estimated Annual Total Tons, and relationship/continuity with adjoining segments. Each segment's designation was individually determined from this analysis .
