Abstract:
Polygons represent the Regional Transportation Planning Organizations (RTPOs), Metropolitan Planning Organizations (MPO's), and Transportation Management Areas (TMA's). RTPOs are responsible for transportation planning, growth management compliance within their jurisdictions, and the development and adoption of regional transportation plans.
Purpose: This data set is used as a reference layer for geographic information systems at the Washington State Department of Transportation.
Supplemental Information:
A Metropolitan Planning Organization (MPO) is an organization of elected officials in urbanized regions with 50,000 or more population. A Transportation Management Area (TMA) is an area designated by the US Secretary of Transportation, having an urbanized area population of over 200,000. A Regional Transportation Planning Organization (RTPO) is formed through a voluntary association of local governments to ensure local and regional coordination of transportation plans.

The data represent all the Regional Transportation Planning Organizations in Washington State. There are 2 counties that are part of 2 separate RTPO's. Kitsap County is part of both the Peninsula and PSRC RTPO's, and Asotin county is part of the Palouse RTPO and an Idaho RTPO. San Jaun County does not have an RTPO.

Process Description:
County.shp was viewed in ArcView. ESRI shapefiles of individual Regional Transportation Planning Organization areas were created by selecting and exporting the appropriate counties per RTPO. Then the new RTPO specific shapefile was dissolved to eliminate bordering boundaries within the RTPO. Finally all the RTPO shapefiles where merged to create 1 RTPO shapefile with all RTPOs.

Process Description:
In order to combine the RTPO data and the MPO data, a Personal Geodatabase and Feature Class was created which only contain attribute information in both the RTPO shapefile and the MPO Shapefile. The RTPO data was loaded into the Feature Class and a new field for designating RTPO/MPO's was calculated to RTPO. The MPO data was then loaded into the same Feature class and the new Field for designating RTPO/MPO's was calculated to MPO. The Feature class was then exported back to Shapefile. Projection was changed to 83/91 State Plane South to meet WSDOT publishing requirements..

Data was updated to include the Transportation Management Areas. The RTPO boundaries are topologically correct so there are no gaps and no overlapping of boundaries. This was done using a topology created with ArcInfo and implemented to reduce error. MPO names replaced urbanized area names in the attribution. The statewide boundaries were also updated using the cadastral framework.
