Logical Consistency Report:
The cityuga042209.shp file from the Department of Ecology was used along with the DOT City Limits to create a feature class for Urban Growth Areas. The erase tool was used to get rid of the overlapping areas so that the UGA boundaries and DOT City Limits could be matched topologically and used in analysis and planning. Department of Ecology created UGA and City Limits from Parcel Data, but Department of Transportation uses Legal Descriptions and USGS Topographic Maps to create the City Boundaries. So the UGA is to County parcel data for the outer boundaries and the city limits are taken from legal descriptions using Township/Range/Section lines as a base.
Completeness Report: A work in progress with quarterly updates coinciding with the updated City Limits for the State of Washington.

Process Description:
Department of Ecology City and UGA file copied and the Department of Transportation City Limits file were used. The Erase Tool was used to get the DOT city limits to lay in the Department of Ecology's Urban Growth Boundaries and then a topology was created so that there was no overlapping of city limits and UGAs.
