Originator: Washington State Department of Transportation, Maintenance
Title: State Route Roadside Special Maintenance Areas of Washington
        Geospatial Data Presentation Form: map
        Publication Information:
          Publication Place: Olympia, Washington USA
Publisher: Washington State Department of transportation
    Description:
      Abstract:
GPS locations of environmentally sensitive areas that front state highways. Sensitve areas include waterbodies, wetlands, streams and channel migration zones. Line segments were generated with 300 foot buffers added to the beginning and ending of the lines. Data was collected to indicate the region, county, who collected the data, what type of sensitive area and the side of the highway it is on, as well as latitude and longitude points from the GPS unit.
Purpose: To help field maintenance crew identify where environmentally sensitive area are to avoid performing environmentally hazardous actions in that area.
      Supplemental Information:
This data set does not cover the entire state. The original data collected in 2000 and 2001 included North Central Region, Southwest Region and South Central Region. Olympic Region was added in 2002. Eastern Region was added in 2003. Northwest Region maintains a separate data set.

    Logical Consistency Report:
3 types of errors where looked for and corrected.
      1. Incorrect SR errors - These errors occurred where the beginning/ending point is located closer to a non-target SR. To test for this error two queries where made. SR = SR1 and SR = SR2. Any records that did not place had to be manually corrected using the 'Map a Point' and 'Map an SR Location' tools in the WSDOT GIS Workbench during an edit session. There were 21 such errors.

      2. Beginning Arm greater than Ending Arm error - These errors occur when the collector of data inadvertently enters the ending arm value in the begining arm value and vice versa. To test for this error the query 'BARM > EARM' was made. There were 3 such errors.

      3. End/Begining Route errors - These errors occur when the buffer is imposed on the dataset. A buffer of .06 arms (~300 feet) is imposed before and after the BARM and EARM. If the Point is less/more than .06 ARMs from the beginning/end of a route, then an inappropriate ARM is calculated. To test for this error a query is made asking for any record that did not return a 'no error' in the 'LOCERROR' field. Any negatives are manually changed to 0, and the rest of the errors will be at the end of the route. End of route errors are manually assigned the last ARM value of said route in the EARM field. There were 57 such errors.
Completeness Report: This data set includes all WSDOT Regions except Northwest. Northwest Region has a separate data set.
    Lineage:
      Process Step:
        Process Description:
Maintenance crews GPSed beginning and ending locations of sensitive area. These points were converted to state mileposts and buffered by 316 feet or .06 miles. The types of sensitive areas were determined and a priority matrix was developed to rank sensitive areas by impact from maintenance activities.

        Process Description:
RSMAIncreasing, RSMADecreasing, and RSMABoth models were used to convert Lat/Long points into 2004 State Route LRS events. Error Checking was done, and the three files were merged into a complete shapefile. Model information can be found at RSMAModeldoc.xls.

    Overview Description:
      Entity and Attribute Overview:
WSDOTs maintenance crews took GPS positions of sensitive areas along state routes in North Central, South Central, Olympic, Eastern, and Southwest regions. Sensitive areas are defined as streams, channel migration zones, waterbodies, wetlands, or combinations. ARM and SRMP positions were calculated from the GPS positions, these positions were then buffered by 300 feet in both directions (.06 miles or 316.8 feet). Line segments were generated. The sensitive areas were reviewed by WSDOT maintenance and biology staff to determine the impact of maintenance activities on the area and the quality of the habitat. Potential impact and habitat quality were ranked high, moderate or low and a matrix was built to determine which areas would be marked in the field first. The delineation of these sensitive areas along state routes will help maintenance be aware of where these areas are and reduce or curtail activities that will have a negative environmental impact on the area. An example of this would be to not spray chemicals to kill weeds along a wetland sensitive area.
