WA-Trans 2000 - 2002
The Puget Sound Regional Council (PSRC) led an effort to develop a transportation framework model within King, Pierce, Snohomish, and Kitsap counties. The PSRC received a Federal Geographic Data Committee (FGDC) grant for this project. They have also participated in the national effort to establish a FGDC Road Data Model - Content Standard and Implementation Guide (see http://www.fgdc.gov).
Partners in January 2000 accepted a project charter. Work began with the Interagency Resource Information Coordinating Committee (IRICC) that included several Federal Agencies, Oregon Department of Transportation and Portland State University to develop some standards that would work for the interested partners. A standard was developed. Stakeholders of the Washington Transportation Framework Project felt the standard to be too focused on a limited usage (salmon passage) to meet the needs of other stakeholders. An effort began with Professor Ken Dueker from Portland State University to develop a white paper to provide project direction through the IRICC. A new project manager was hired and help create the Steering Committee, worked to add new active partners and performed a business needs for WA-Trans..
WA-Trans 2003
WA-Trans (Washington State Transportation Framework) was identified as the project name. The continued search for new partners and funding was considered a priority and Oregon became a new, very active, partner contributing a data model and pilot possibilities. The pilot possibilities were taking shape with two, the Puget Sound Pilot and an Oregon/Washington pilot being explored. The business needs were sent out to the steering committee for prioritization and to identify data required. The prioritization of business needs drove many of the decisions concerning pilots and data model design. Towards the end of 2003 the business needs feedback, the work of the steering committee and the contributions of ODOT, allowed for the beginning of the data model design, development of a communication plan, finalization of the business needs documentation and drafts of the pilot strategies and scope.
WA-Trans 2004
The WA-Trans standards design and development began in earnest with the data model started in the early part of the year. The core datasets were determined and defined. Security needs and options were explored. WA-Trans involves public data as well as private data with various providers adding portions of the data. Not only were security issues identified as important, but also the need to determine how to implement data upload and maintenance from many different data providers. The Pilot Projects took shape as details were documented from a technical standpoint and as the business needs were addressed in the Pilot Project requirements and specifications. Federal funds were pursued as the Transportation Bill was expected to add financial possibilities. The end of the year saw the completion of the WA-Trans Data Standards, the WA-Trans data model and a High Level Architecture design.
