      Abstract:
        Highway Construction projects (Programs I and P) were obtained from the TEIS (Transportation Executive Information System) CURRDM project list on 2/5/08. This list is an extract from CPMS (Capital Program Managment System) of all projects currently programmed, approved or not. As such the list may contain some projects that a region might have been considering but may not get approved. Default layers show only approved projects but the query may be edited.
        Other modes (Programs D, Q, Y and Z) projects were obtained from the TEIS list 08LEGFIN.
      Purpose: This data set is used as a reference layer for geographic information systems at the Washington State Department of Transportation.

          The beginning accumulated route mile point.

          ARM (accumulated route mile) is the actual length of a route from beginning to end, measured
          in 1/100th mile increments.

          Beginning State Route milepost
          Milepost is "The measure of a point along the length of a route in which the distance is measured as an accrual of mileage from the beginning of a route." Note that when individual state route were first given mileposts, the mileposts also measured an accrual of mileage from the beginning of the route. Over time as physical changes were made to some routes, the state route mileposts no longer measured the accumulated mileage from the route beginning. Rather than remileposting routes to reflect these physical changes, milepost equations and sometimes back miles were used instead.

Over time as physical changes were made to some routes, the state route mileposts no longer measured the accumulated mileage from the route beginning. Rather than remileposting routes to reflect these physical changes, milepost equations and sometimes back miles were used instead.

          Project = PIN (Program Indentification Number)

          A unique seven character number which identifies a Program Item. The Program Item carries the project funding and contains the information used to present the project to the Legislature. For bucket projects, the region number is entered in the first position of the field and an appropriate code from the Bucket Project Table is entered in the 2nd-7th positions.

          Valid Values:
          Position 1 Number of the region responsible for work
          0 = Headquarters; 1 = Northwest; 2 = North Central; 3 = Olympic; 4 = Southwest; 5 = South Central; 6 = Eastern; 8 = Urban Corridors; 9 = Marine (WSF)
          Position 2-4 Number of State Route where work is located (except WSF and bucket projects)
          Position 5-7 Two numbers + one letter assigned by region

          For other programs (D, Y, Z) -

          A general description of the type of work to be done by the Program Item. The first two lines appear in the Legislative Book and help legislators understand what work will be accomplished with the project funding.

          State Route
          Any highway as defined by state law and enumerated in RCW 47.17.

          To differentiate, a US route is a highway designated as such by AASHTO's Special Committee on Route Numbering. The US route numbering system was created in 1926. The states plus the District of Columbia agreed at that time to give AASHTO the authority to oversee the US route numbering system.

          Also, an Interstate route is a highway designated in federal law as part of the Dwight D. Eisenhower National System of Interstate and Defense Highways. Funding for the construction of the Interstate System was approved by congress and signed by President Eisenhower in 1956. The Interstate route numbering system was created by AASHTO in 1957.

          Related Route Qualifier is a maximum six-character field that uniquely identifies the RRT since there may be more than one of the same types of RRT for a route. The assigning of RRQ is done in one of three ways depending on the RRT.

          1) The following RRTs use descriptive location names (i.e., city, street, or junction) for the RRQ and the begin SRMP of that RRT is relative to the Mainline SRMP where the RRT intersects with the Mainline.

          ** Alternate Route contains no RRQ

          2) The following RRTs use the Mainline SRMP where the RRT attaches to the Mainline. The begin SRMP for that RRT will be 0.00.

          An SR number of 999 is used for Ferry Ships since they are not assigned to a specific route. The RRQ represents the name or abbreviated name of the ship.

          An SR number of 999 is used for Ferry Terminals only if the terminal is not located on a route.

          The RRQ represents the name or abbreviated name of the city where the terminal is located.

          Subprogram
          Subprogram is a further definition of Program. Every expenditure group on every work order has a subprogram assigned to it. Work operation category is the highest level of the hierarchy for work operation codes; it is the two digit code listed under every subprogram. All valid subprograms for a given work operation code are listed on the WONT table in TRAINS.
