Abstract:
Points and lines depict the locations of projects in the Washington State Department of Transportation's Transportation Partnership Package. This information is pulled from the Transportation Executive Information System (TEIS) Version 05DOTFIN. Partnership Package includes Pre-Existing, Nickel and Transportation Partnership (9.5 cent) funding.
The Partnership Package supports WSDOT's effort to prepare and deliver the construction program. While it was not designed to manage individual project details, it does provide an effective tool for planning and monitoring the overall construction program, measuring progress, and balancing and delivering the program. The Legislative Transportation Committee (LTC) reviews the proposed program, requesting specific changes as necessary, and presents a final version to the Legislature for approval and to the Governor for signature. Once a final program has been approved, funds are authorized and work begins on individual projects.

The Transportation Partnership Package represents the projects approved by the Commission and within the budget level provided by the Legislature and signed by the Governor. This database is copied from TEIS (Transportation Executive Information Systems) environment and used to measure program delivery and monitor changes throughout the biennium.

Purpose: This data set is used as a reference layer for geographic information systems at the Washington State Department of Transportation.

Shape files represent Program Item Numbers (PINs) with State Route Milepost values for projects listed in the Transportation Partnership Package. The Package includes pre-existing funded projects, Nickel funded projects and new 2005 Transportation Partnership funded projects. Records which represent bucket projects (ie. Projects not specified for a particular location but for use across the whole agency or region) are included in the table however not placed in the layer. This layer is based on the 05DOTFIN which is the final transportation package of 2005 including multimodes and local projects. This table can be exported from TEIS and the events placed using the X Y coordinate information or Arm values in the table.

The data represents attributes as provided in a TEIS report. In instances where placeable data lacked valid State Route or mileposting information, the data was analyzed and corrected to show Accumulated Route Mileage values from the 2004 State Highway Log. It is not certain that all projects intended to be on future routes were actually found. When found, a State Route Milepost was selected close to where the future route project would intersect a mainline. For some of these projects , the State Route number was modified from the original CPMS (Capital Projects and maintenance Reporting) report. For projects on Local roads or off the mainline points were placed and coordinate information was accessed for entry into TEIS. Base 05DOTFIN is the file in TEIS that is currently being reviewed as other information is available or added it will need to be verified. A pull was done on 12-15-2005 to compare what was in CPMS to the 05DOTFIN and any projects that had 0 beginning and ending mileposts in the 05DOTFIN however now had valid mileposting were ran through the PC arm calc and updated on a individual basis in TEIS The date of 12-31-2003 was used as a road log date for placement on the 24K lrs. The date given the projects was 05-01-2005 because that is when the primary dataset was pulled from CPMS. The Mileposting information will not be reflective on all these particular projects however arm values are correct. Projects that were multiple listing (or bucket) projects with multiple locations and one PIN are not currently broken out they are in the table however not placed on the map due to the multiple locations. As these projects are identified a process will be looked at to include them. For point locations Beginning ARM values were used for placement.

The data has been spot-checked for Accumulated Route Milepost correspondence to the 2004 State Highway Log and for geographic placement relative to location descriptions provided by TEIS. Some ferry dock, rail, Freight Mobility Strategic investment board project locations are not placeable using the 24K Washington State Highways Linear Referencing System. Instead, these points were placed manually and X Y coordinate information was fed into TEIS.
