Abstract:
Polygons depict the boundaries of Washington State's incorporated municipalities, as recorded by the Washington State Office of Financial Management. Attributes include city names as provided by the Washington State Office of Financial Management, and Federal Information Processing Standard codes(FIPS) as provided by the National Institute of Standards and Technology. The Washington State Office of Financial Management provided FIPS codes for cities incorporated after the National Institute of Standards and Technology's FIPS code publication date. GNIS (Geographic Name Information System) codes provided by the Washington State Department of Revenue have been included for this quarter. For this particular update, all annexations approved by Office of Financial Management for Fourth Quarter of 2009 are included.
Purpose: This data set is used as a reference layer for geographic information systems at the Washington State Department of Transportation.
Supplemental Information: The calendar date under time period of content is the date of annexation approval and certification by the Washington State Office of Financial Management.

City names spellings are as specified by the Washington State Office of Financial Management. Federal Information Processing Standards (FIPS) codes are as provided by download from the National Institute of Standards and Technology web site. The Washington State Office of Financial Management has provided FIPS codes for cities incorporated after the 1998 FIPS code publication date. Geographic Names Information System (GNIS) codes provided by the Washington State Department of Revenue have been added.

City limit boundaries were digitized from a variety of map sources including USGS quadrangles and WSDOT city maps. Generally, the data approach National Map Accuracy Standards for 1:24,000 scale: most well-defined points may be expected to fall within 40 feet of their true locations. Where a city limit follows the edge of a public right of way, the city limit line has been offset approximately 75 feet from the line representing the street on WSDOT-digitized 1:24,000-scale base data. Where a city limit adjoins a street not represented in WSDOT data, the city limit's position including the 75 foot offset has been estimated by measurement from the nearest available reference features in the base data (other roads, railroads, boundaries, section lines, pipelines, streams, etc.) Where a city limit follows a section line, this data set depicts it following that line as located on WSDOT's 1:24,000-scale base data, whether or not a right of way is coincident with the section line. In some cases, city limits follow a right of way centerline, and are shown coincident with the line representing that road in WSDOT's 1:24,000-scale base data. This occurs only on some old city limits established prior to the outlaw of such practice. Where a city limit follows the edge of a railroad right of way, the city limit has been offset a standard 100 feet from the line representing the railroad on WSDOT-digitized 1:24,000-scale base data.

Polygons are attributed with the name of the incorporated entity, Federal Information Processing Standards code and Geographic Names Information System code . County Seats are also indicated in a separate column. A field was added called LastUpdate and the contents are the ending date of the quarter in which the city boundary was last changed.

The standard distribution compact disc contains all geospatial data sets created by the Washington State Dept. of Transportation. Refer to the included Geodata.txt text file for a brief description of the directory structure. Data formats vary--most data are stored as ESRI shape files, but some data models require coverages. There are also dbf-format tables of data located by geographic coordinates or State Route Accumulated Route Mileage.
