Changes to Identification Requirements Effective June 2009 Citizens of the United States and Canada will need to present one of the following to enter or depart the United States by Sea. U.S. and Canadian citizens who are 15 years old or younger will still be allowed to travel with just a copy of their birth certificate, as will teens between the age of 16-18 if they are part of an adult supervised school, religious, cultural or athletic group. If both parents are not traveling they must have written authorization from the other parent or proof of custody.
