Environmental Permit Program

The WSDOT ESO Permit Program is responsible for developing solutions that improve the delivery of transportation projects and compliance with environmental regulations that include the Corps Section 404 of the CWA, Ecology surface water quality standards, WDFW HPA rule, and Local Agency Shoreline Management Act and Critical Area Ordinances. The Permit Program provides technical support and training to WSDOT regional operations, and the development and management of programmatic approvals and interagency agreements.

Overwater Structure Maintenance and Repair (pdf 60 kb)  
This permit covers bridge and ferry terminal maintenance and repair including facility deck and drain cleaning, bridge and ferry terminal cleaning and washing, facility painting preparation including cleaning, washing, abrasive blasting; marine growth removal, general structural repair including deck overlay and replacement.

Beaver Dam Removal (pdf 35 kb)    
Allows the removal of beaver dams within WSDOT R/W statewide.

Channelized Stream Maintenance (pdf 46 kb)  
Allows 50 cy sediment removal per project per year.

Aquatic Plant and Algae Management General Permit  

Allows the application of herbicide to control non-noxious invasive plant species within WSDOT R/W.

Noxious Aquatic Plant Control  

Allows the application of herbicides to control noxious invasive plant species within WSDOT R/W.

Interagency Agreements:

The following Interagency Agreements are directly related to programmatic permits. A complete list of all current WSDOT Interagency Agreements can be found on the Interagency Agreements web page.

Memorandum of Agreement between WSDOT and WDFW (pdf 907 kb) (issued July 2002) This MOA between WDFW and WSDOT facilitates a more consistent application of the Hydraulic Code Rules and other existing interagency agreements. This MOA replaces the December 1996 MOA concerning work in watercourses and the 1990 MOU between WSDOT and WDFW. Currently under revision, expect to be completed in December 2005.

WDFW Maintenance Mitigation Policy (pdf 177 kb) Provides interpretation of the need for compensatory mitigation for planned maintenance projects.
