Development of a Highway Safety Manual*     (NCHRP 17-18 (4))

TRB's National Cooperative Highway Research Program's (NCHRP), Development of a Highway Safety Manual, documents and presents the results of a study to develop the preliminary contents of the first edition of the Highway Safety Manual (HSM). Resources included in this link are the Annotated Outline for a First Edition of the HSM (Appendix A), Work Plan for Completing the First Edition (Appendix B) and Prototype Chapter on Two-Lane Roads (Appendix C).

Parts I and II of the Highway Safety Manual

Part I (Introduction and Fundamentals) of the HSM will introduce the manual and provide an overview of its functions and applications and will present some highway safety fundamentals for the user. Part II (Knowledge) will present a summary of information on safety effects of various aspects of roadway design and operation in a form that users can readily apply to their work. Parts I and II will also provide essential material to allow users to understand and apply the quantitative estimation procedures in Part III effectively. This effort commenced in May 2004.

HSM Overview Presentation: This presentation has been made available to disseminate background information on the purpose, intended audience, history, relevant research, and overview of the contents of the HSM.
