Where local agency and WSDOT interests overlap in a project, it is important for the Department’s restrictions as a funding partner, to be clearly defined.  Many communities may wish to include additional elements within a proposed project that WSDOT, quite simply, cannot fund, due to state law or individual funding program criteria restrictions.

 The Urban Funding Issues sub-committee has been convened to determine the standard levels for WSDOT funding participation of roadside elements within a proposed project.  The sub-committee has been tasked with developing a matrix, which will outline the eligibility of common roadside elements, by funding program, for two scenarios – within cities with populations greater than 22,500 and within cities with populations less than 22,500.  For those elements eligible for funding, the matrix will provide the existing standard, as defined by WSDOT, for that element.  A by-product of the sub-committee’s work will likely be the identification of the need to develop standards for certain roadside elements. 

 The intent of the matrix is simply to identify, given the existing structure of funding programs, which roadside elements are eligible for funding, given a particular funding program and the location of the project.  The matrix, if approved, will be a useful tool for project partners in determining which elements are eligible for Department funding and to what level Department participation can occur, based on the existing standards. 

 The products from the Urban Funding Issues sub-committee will be presented, as recommendations, to the Department’s Executive Management team, for consideration of approval.  If approved, the matrix will be incorporated into existing WSDOT publications and utilized as a tool for determining the Department’s ability to fund and/or partner on specific roadside elements.
