WSDOT 2001 Consultant On-Call Rosters
Transportation Studies $350K and below

The Washington State Department of Transportation (WSDOT) solicits interest from consulting firms who wish to be evaluated and included on a list to be considered for future on-call transportation work in calendar year 2001.

Project Description:
WSDOT intends to select transportation consultants and negotiate on-call agreements for transportation projects and services that could be used on either the Interstate or Non-Interstate highway systems. The Consultants will be evaluated, ranked, and selected from a list established by the respondents to this notice.

The purpose of this advertisement is to obtain professional engineering and other services for a variety of transportation projects or services throughout the State. The Consultant's statements of interest (SOI) will be evaluated for each of the following categories:

  1. On-Call Transportation Design/PS&E
  2. On-Call Transportation Studies
  3. On-Call Land Surveying

The professional capabilities of consultants must include Professional Registration in the State of Washington and a demonstrable expertise in one or more of the disciplines necessary to accomplish the services. In addition, the consultant must be registered as a company licensed to perform "engineering services" in the State of Washington.

Evaluation and Selection:
During calendar year 2001, the selection of consultant(s) for on-call services will be made from the lists of qualified consultants responding to this notice. All firms responding will be evaluated and ranked for each category of work listed above. The Department will utilize the following options when selecting a consultant from one of the lists: a) select top ranked consultant(s) directly from the ranked roster; b) "short-list" top ranked consultant(s) for interviews; or c) request additional information from the top ranked consultants.

The on-call rosters that will be utilized during calendar year 2001 are as follows:

There will be a Region roster for each dollar threshold amount for the above listed categories of work. The roster for each on-call category of work and dollar threshold amount will be abolished on December 31, 2001. The Department will not re-advertise for these categories of work until late 2002.

Firms selected from the on-call roster(s) will be contracted by WSDOT for a two-year term. However, no new tasks will be authorized after December 31, 2002. Individual tasks will be negotiated as stand-alone assignments terminating when the task budget is exhausted or the task time frame has expired. The agreement shall be terminated when the Agreement budget is exhausted or the Agreement time frame has expired.

Each consultant may respond to a maximum of three (3) categories of work. The consultant must specify which on-call category they are submitting for. A consultant may submit for only one threshold amount per category of work. For example, a consultant must specify that they are responding to category number 3, on-call land surveying under $350,000.

The consultant must further specify the regions in which they wish to be considered. Any number of regions may be specified per category/dollar threshold.

Specific projects will be advertised separately throughout 2001. It is anticipated that the advertisement(s) will occur on a quarterly basis.

This request for Statements of Qualifications is subject to RCW 39.19.

Pursuant to state and federal regulations, a qualifications-based selection process will be utilized for these on-call rosters. The consultant(s) will be evaluated and ranked based upon the following criteria for each category of work:

  1. Qualifications/Expertise of Firms on Team
  2. Qualifications of Proposed Project Manager(s)
  3. Key Team Members Qualifications
  4. Firm's Project Management System
  5. Firm's References/Past Performance

NOTE: It is imperative that the consultant reviews the definitions of the scoring criteria. We have included requirements and/or limitations for the information that is being requested. All scoring criteria will be rated on a scale of 0 (Low) to 20 (High.)

The Department encourages disadvantaged, minority, and women-owned consultant firms to respond. Participation by Washington State Certified Disadvantaged, Minority, and Women Business Enterprises in any consultant work awarded under this solicitation will be credited toward the Department's overall goals.

Submittal Requirements:
The statement of qualifications shall meet the following requirements or will be deemed non-responsive and will not be eligible for consideration of this work:

  • The consultant must submit a separate statement of qualifications for each category of work and dollar threshold amount that they wish to be considered.
  • Your submittal must be accompanied by the "Submittal Information Packet" form, which may be obtained by visiting our web site at:

    This form must be completed in its entirety for the Prime and all sub-consultants or your team. If it is not completed, your submittal will be rejected. If you do not have access to the Internet, you may obtain a form by calling 360-705-7104.

  • Your submittal must be accompanied by the "Consultant Availability Form", which may be obtained at the following web site address:

  • There is a minimum twelve (12) point font requirement for the basic text of the entire submittal. Any charts, graphs, table of organizations, etc., must be of readable size.
  • The consultant must identify the category of work and dollar threshold amount on the cover page of their submittal(s).
  • The maximum number of sheets allowed per submittal will be thirty-five (35) sheets, submitted ONLY on single sided, single column typed 8.5" x 11" paper. We will allow one (1) page of the thirty-five (35) sheets to be submitted on 8.5" X 14" paper. The page count limitation applies to ALL sheets contained in the submittal. The only exceptions to the page count are the front and back cover; the submittal information packet form and the consultant availability form.

Federal Forms SF 254 and SF 255 are not required for this solicitation. If these forms are included in the submittal, they will count towards the maximum limitation of thirty-five (35) pages.

In the event CAD graphical or design engineering electronic data is to be submitted, during contract negotiations WSDOT and the Consultant shall agree upon the software release to be used for the project.

The Washington State Department of Transportation assumes no obligations of any kind for expenses incurred by any respondent to this solicitation. No minimum amount of work is guaranteed.

Please submit four (4) originals/copies of your Statement of Interest for each category of work to: Mr. Michael B. Late submittals, or those delivered by facsimile or electronic mail will be deemed non-responsive and will not be considered for the project.

The Statements of Interest are due no later than 5:00 PM., Friday, November 17, 2000.
