Alternative Transportation Marketing

Project Description:
The Washington State Department of Transportation (WSDOT) announces a Request for Proposal (RFP) from interested firms, organizations, and consultant teams (Vendors) to support the "Relax. There's More Than One Way To Get There" marketing campaign. This marketing campaign is designed to increase consumer awareness of commute choices and to encourage use of transportation alternatives.

WSDOT coordinates the state's Commute Trip Reduction (CTR) Law, whose goal is reducing air pollution, traffic congestion, and fuel consumption. The law requires large employers in Washington's nine largest counties-Clark, King, Kitsap, Pierce, Snohomish, Spokane, Thurston, Whatcom, and Yakima-to implement worksite programs to encourage the use of alternatives to the single-occupant vehicle. The "Relax. There's More Than One Way To Get There." marketing campaign supports these efforts.

The contract is expected to last two years: from July 1, 2001 through June 30, 2003. The maximum amount available from WSDOT for this two-year contract is $1,200,000 (an average of $600,000 per year). WSDOT expects to award one (1) contract as a result of this RFP. WSDOT may choose to renew the contract for an additional two years. The total contract length will not exceed four years. The project is both state and federally funded.

Vendors should have the ability to provide comprehensive consumer marketing programs, including:

  • Consumer market research, including research to measure the effectiveness of the marketing program;
  • Strategic plans for marketing campaigns;
  • Brand management;
  • Consumer advertising creative;
  • Media purchasing and placement;
  • Cooperative promotions; and
  • Public relations support.

Evaluation Criteria:
Pursuant to state and federal regulations, a qualifications-based selection process will be used to select a consultant for each of these projects. The following information and criteria will be used to evaluate and rank responses:

  • Qualifications/expertise of firms on team;
  • Qualification of proposed project manager;
  • Key team members qualifications (prime consultant and sub-consultants);
  • Firm's project management system (prime consultant only);
  • References/past performances (prime consultant only); and
  • Cost Factors (prime consultant and sub-consultants.)

NOTE: It is imperative that the consultant reviews the definitions of the scoring criteria. We have included requirements and/or limitations for the information that is being requested. All scoring criteria will be rated on a scale of 0 (Low) to 20 (High.)

Submittal Requirements:
Consultants that submit proposals in response to this advertisement must have the capability of providing the products and services listed in the ad. Sub-consultants may be used. WSDOT assumes no obligation of any kind for expenses incurred by any respondent to this solicitation. Materials submitted in response to this solicitation shall become the property of WSDOT and will not be returned. All submittals received will remain confidential until the agreement resulting from this solicitation is signed by WSDOT and the apparent successful consultant. To the extent possible, information marked "confidential" will be protected, however, submittals are deemed public records as defined in the Revised Code of Washington (RCW) 42.17.250 to 42.250.340.

The submittal shall meet the following requirements or will be deemed non-responsive and will not be eligible for consideration of this project:

  • Each criterion for selection must be addressed.
  • Your submittal must be accompanied by the required "Submittal Information Packet" form, which you may obtain by clicking on the below listed link:

    This form must be completed in its entirety for the Prime and all sub-consultants or your submittal will be deemed non-responsive and will not be considered for this project. If you do not have access to the Internet, you may obtain a form by calling 360-705-7104. Information supplied by this packet will NOT count toward the total number of pages required for the submittal.

  • There is a minimum twelve (12)-point font requirement for the basic text of the entire submittal. Any charts, graphs, table of organizations, etc., must be of readable size.
  • The maximum number of sheets allowed per submittal will be thirty (30) sheets, submitted ONLY on single sided, single column typed 8.5" x 11" paper. We will allow one (1) page of the thirty (3) sheets to be submitted on paper other than 8.5" x 11" size. The page count limitation applies to ALL sheets contained in the submittal. The only exceptions to the page count are the front and back cover, and the Submittal Information Packet form. Work samples may be included but must be of a reasonable size and format. Reviewers will not be able to share work samples. Each copy of the submittal must be accompanied by copies of all work samples. Speculative creative work is not advised. Work samples that are difficult to transport or copy will not be considered. Work samples included as part of a submission must be of a reasonable size and should use standard audio/visual formats. A maximum total of fifteen (15) work samples may be submitted. Work samples will not count toward the thirty (30) page limitation. Each advertisement presented counts as one (1) sample. For example, a single video tape with three television advertisements from a single campaign counts as three (3) samples; a single sheet of paper showing a print ad and a transit ad counts as two (2) samples; and an audio tape with four different radio ads from different campaigns counts as four (4) samples.
  • Federal Forms SF 254 and SF 255 are not required for this solicitation. If these forms are included in the submittal, they will count towards the maximum limitation of forty-five (45) pages.
  • Four (4) originals/copies of the submittals are due no later than 5:00 p.m., Monday, May 14, 2001, to Mr. Michael B. Rice, Director of Consultant Services, Washington State Department of Transportation, Transportation Building, P.O. Box 47323, Olympia, WA 98504-7323. Submittals may be delivered by courier to Mr. Rice at 310 Maple Park Drive SE, Room 3D6.
  • Late submittals, or those delivered by facsimile, electronic mail, or any other format other than bound paper copies, will be deemed non-responsive and will not be considered for the project.

The department has an overall Disadvantaged Business Enterprise (DBE) Goal. The DBE goal for participation for this project will be obtained through a combination of race-neutral / race conscious means as outlined in WSDOT's "Disadvantaged Business Enterprise Program Plan." DBE goals on federally assisted projects will be set utilizing the "DBE Participation Calculation Methodology." The department encourages disadvantaged, minority, and women-owned consultant firms to respond.
