Description: WSDOT coordinates the state's
Commute Trip Reduction (CTR) Law, whose goal is reducing air
pollution, traffic congestion, and fuel consumption. The law
requires large employers in Washington's nine largest
counties-Clark, King, Kitsap, Pierce, Snohomish, Spokane,
Thurston, Whatcom, and Yakima-to implement worksite programs
to encourage the use of alternatives to the single-occupant
vehicle. The "Relax. There's More Than One Way To Get
There." marketing campaign supports these
efforts. Background information about

at: The contract is expected to
last two years: from July 1, 2001 through June 30, 2003. The
maximum amount available from WSDOT for this two-year
contract is $1,200,000 (an average of $600,000 per year).
WSDOT expects to award one (1) contract as a result of this
RFP. WSDOT may choose to renew the contract for an
additional two years. The total contract length will not
exceed four years. The project is both state and federally

criteria. We have included requirements and/or limitations
for the information that is being requested. All scoring
criteria will be rated on a scale of 0 (Low) to 20
(High.) Submittal
Requirements: The submittal shall meet the
following requirements or will be deemed non-responsive and
will not be eligible for consideration of this

the submittal. The department has an overall Disadvantaged
Business Enterprise (DBE) Goal. The DBE goal for participation for this
project will be obtained through a combination of race-neutral / race
conscious means as outlined in WSDOT's "Disadvantaged
Business Enterprise Program Plan."
DBE goals on federally assisted projects will be set utilizing the "DBE
Participation Calculation Methodology."

Alternative Transportation Marketing
The Washington State Department of Transportation (WSDOT)
announces a Request for Proposal (RFP) from interested
firms, organizations, and consultant teams (Vendors) to
support the "Relax. There's More Than One Way To Get There"
marketing campaign. This marketing campaign is designed to
increase consumer awareness of commute choices and to

Pursuant to state and federal regulations, a
qualifications-based selection process will be used to
select a consultant for each of these projects. The
following information and criteria will be used to evaluate
and rank responses:

Definitions for Alternative Transportation Marketing
Consultants that submit proposals in response to this
advertisement must have the capability of providing the
products and services listed in the ad. Sub-consultants may
be used. WSDOT assumes no obligation of any kind for
expenses incurred by any respondent to this solicitation.
Materials submitted in response to this solicitation shall
become the property of WSDOT and will not be returned. All
submittals received will remain confidential until the
agreement resulting from this solicitation is signed by
WSDOT and the apparent successful consultant. To the extent
possible, information marked "confidential" will be
protected, however, submittals are deemed public records as
defined in the Revised Code of Washington (RCW) 42.17.250 to
42.250.340.
