Notice to Consultants
SR 20, North Cascades Scenic Highway Marketing

The Washington State Department of Transportation (WSDOT) solicits interest from consulting firms who wish to be considered for a marketing research analysis to be done during 1999-2000.

Project Description:
The project will provide a 12-month analysis of the tourism industry along the North Cascades Scenic Highway (SR 20 from Sedro-Woolley to Twisp) and make recommendations for additional product development and marketing of the scenic highway corridor.

Scope:
The project will:

  • provide a visitor database for marketing, strategic planning, and product development purposes,
  • analyze the primary visitor markets of the North Cascades Corridor, focusing in particular in identifying target markets and effective marketing approaches, and
  • provide a report containing the above elements for the use of the agencies, tourism/economic development bureaus, and community groups in the North Cascades Scenic Highway Corridor.

This request for Statements of Interest is subject to RCW 39.19.

Criteria for Selection:
Pursuant to state and federal regulations, a qualifications-based selection process will be utilized for these projects. The selection of a consultant(s) will be evaluated and ranked on the following criteria for each category of work:

  • Project Manager Experience
  • Key Personnel Experience
  • Experience of Firm in conducting market analyses
  • Proposed approach to Project
  • Firm’s ability to meet schedules
  • Firm's Past Performance/References
  • Firm’s location of offices
  • Proposed billing rates of firm, including direct salary cost, overhead, fee (profit), and direct reimbursables

NOTE: Categories 1, 3 and 5 will be rated on a scale of 1 to 20. Categories 2, 4, 6, 7, and 8 will be rated on a scale of 1 to 10.

The Department encourages disadvantaged, minority, and women-owned consultant firms to respond. Participation by Washington State Certified Disadvantaged, Minority and Women Business Enterprises in any consultant work awarded under this solicitation will be credited toward the Department's overall goals.

Certifications:
Certifications regarding Debarment, Suspension, Ineligibility, Voluntary Exclusion, and the Restrictions of the Use of Federal Funds for Lobbying will be required prior to Notice to Proceed, in accordance with Section 1352, Title 31, U.S. Code.

Submittal Requirements:
The statement of qualifications shall meet the following requirements or will be deemed non-responsive and will not be eligible for consideration of this work:

  • TOTAL MAXIMUM NUMBER of twenty (20) sheets, typed, and submitted ONLY on single sided 8.5" x 11" paper (no other sheet size allowed), and with type size no smaller that 12 point. The 20 page count limitation applies to ALL sheets in the response including, but not limited to: letter of transmittal, cover sheet(s), table of contents, text, graphs, divider sheets, tab sheets, index, and appendices. Federal Forms SF 254 and SF 255 Forms are not required for this solicitation. If these forms are included in the submittal, they will count towards the maximum limitation of 20 sheets.
  • For the prime Consultant and each Subconsultant listed in the Statement of Interest, the following information is required:
    • Name of Contact Person; address; phone number; fax number; Federal ID number; UBI number, and Minority Certification Number (If Applicable)

The Washington State Department of Transportation assumes no obligations of any kind for expenses incurred by any respondent to this solicitation. No minimum amount of work is guaranteed.

Box 47323, (310 Maple Park Drive SE, Room 3D6), Olympia, WA 98504-7323 by September 30, 1999 not later than 5:00 p.m. No submittals will be accepted after that date and time.
