Notice to Consultants

 

The Washington State Department of Transportation (WSDOT) solicits interest from consulting firms who wish to be evaluated and selected for work on the project outlined below.

General Description:
WDSOT intends to select an architectural consultant and negotiate an agreement for services supporting the space planning committee of the Northwest Region. Based on the assessment of the 6 year program that we will be delivering to the state, and our internal reorganization, the Northwest Region has determined that help is needed to assess and establish the facilities needs for the region. The NW Region does not have sufficient facilities, either owned or leased currently, to house the staff needed to deliver the program. The services requested will include at least the following elements:

  • Develop sketch plans of options and alternatives for the NW Region to provide space for people doing work for us. Part of the development of the sketch plans will include analysis of the trade-offs necessary to maintain organizational interactions, communications and proximity needs, as well as efficiently serve our customer and project needs.
  • Assist the NW Region Space Planning Committee to evaluate and select appropriate option(s) to accommodate staff in existing facilities, and recommend locations for new facilities as appropriate (new facilities, if required, may be either leased or purchased or both).
  • Develop more precise space layouts and assessments for NW Region organizations to accommodate staff, storage, equipment and furniture needs.
  • Determine the strategy to sequentially move offices most effectively to maintain the work and communications structure.
  • Give oversight to the people actually doing specific space designs, and provide assistance to the state and others during that time to appropriately obtain equipment and furniture.

The Consultants will be evaluated, ranked and selected from a list established from the respondents to this notice. The professional capabilities of consultants must include Professional Registration in the State of Washington with a demonstrable expertise in one or more of the disciplines necessary to accomplish the services.

It is intended that only one agreement will be given out for an initial amount of $100,000 for these services. All firms responding will be evaluated and ranked based on the criteria listed below. The top ranked firms may either be "short-listed" for interviews, with the top firm being selected from the interviews; or the consultant may be selected directly from the ranked roster.

This request for Statements of Interest is subject to RCW 39.19.

Criteria:
Pursuant to state and federal regulations, a qualifications-based selection process will be utilized for this agreement. The consultants will be evaluated and ranked on the following criteria:

  • Project Manager Experience
  • Key Team Personnel
  • Experience of Project Team
  • Team’s ability to meet schedules
  • Firm’s Past Performance / References
  • Teams ability to respond in a timely manner
  • Teams familiarity with WSDOT and Regulatory Agency Standards

Note: Categories 1 and 4 will be rated on a scale of 1 to 20. Categories 2, 3, 5, 6 and 7 will be rated on a scale of 1 to 10. These categories will be used to create a ranked roster. If interviews are held, the criteria for selection would be identified to those consultants involved in the interviews.

The Department encourages disadvantaged, minority and women-owned consultant firms to respond. Participation by Washington State Certified Disadvantaged, Minority and Women Business Enterprises in any consultant work awarded under this solicitation will be credited toward the Department’s overall goals.

Certifications:
Certifications regarding Debarment, Suspension, Ineligibility, Voluntary Exclusion and the Restrictions of the Use of Federal Funds for Lobbying will be required prior to Notice to Proceed, in accordance with Section 1352, title 31, U.S. Code.

Submittal Requirements:
The statement of qualifications shall meet the following requirements or will be deemed non-responsive and will not be eligible for consideration for this work:

  • TOTAL MAXIMUM NUMBER of twenty (20) sheets, submitted ONLY on single sided typed 8.5" x 11" paper (no other sheet size allowed), and with type size no smaller than 12 point. The twenty (20) page count limitation applies to ALL sheets in the response including, but not limited to: letter of transmittal, cover sheet(s), table of contents, text, graphs, divider sheets, tab sheets, index and appendices. Federal Forms SF 254 and SF 255 are not required for this solicitation. If these forms are included in the submittal, they will count towards the maximum limitation of twenty (20) sheets.
  • For the Prime Consultant and all Subconsultants listed in the Statement of Interest, provide the Name of Contact Person; address; phone number; fax number; e-mail address; location; Federal ID number; UBI number, and Minority Certification Number (If Applicable)

In the event CAD graphical or design engineering electronic data is to be submitted, during contract negotiations WSDOT and the Consultant shall agree upon the software release to be used for the project.

The Washington State Department of Transportation assumes no obligations of any kind for expenses incurred by any respondent to this solicitation. No minimum amount of work is guaranteed.

Box 47323, (310 Maple Park Drive S.E., Room 3D6), Olympia, WA 98504-7323 by April 7, 1999 not later than 10:00 AM. No submittals will be accepted after that date and time.
