The Washington State
Department of Transportation (WSDOT) solicits interest from
consulting firms who would like to be evaluated for
providing services associated with Public Involvement and
Communications. Project Description Successful consultants will
demonstrate the following expertise: Market Research and
Analysis Creative Concepts,
Design, and Content Distribution and
Media Product Development and
Production The WSDOT anticipates awarding
three to five agreements for up to $350,000 each. No minimum
amount of work is guaranteed under these agreements. The
agreements will be effective for a two-year
period. As the need arises, projects
requiring the services will be assigned to the contracted
consultants. These projects are referred to as task orders.
The number of task orders to each agreement, and the total
dollar amount to be spent on each agreement, may
vary. Evaluation Criteria When viewed as a group,
these work descriptions and samples should indicate the
ability of the consultant to provide strategic planning
for communications; market research and analysis;
creative concepts, design, and content; media; and
product development, production and distribution. The
work descriptions and samples should also indicate the
consultants' ability to deliver a wide range of
communications products, including audio/video, Internet,
and a printed product/newsletter or brochure. Work
completed by the consultant and all sub-consultants
should be represented in the five work descriptions and
samples. Only five project descriptions with samples will
be considered. Resumes, when viewed as a
group, should indicate the consultants ability to provide
strategic planning for communications; market research
and analysis; creative concepts, design, and content;
distribution and media; and product development and
production; Submittals: This form must be completed in
its entirety for the Prime and all sub-consultants or your
submittal will be deemed non-responsive and will not be
considered for this project. If you do not have access to

Information supplied by this packet will NOT count toward
the total number of pages required for the RFP. Consultants that submit
proposals in response to this RFP must have the capability
of providing the products and services listed in the ad.
Sub-consultants may be used. WSDOT assumes no obligation of
any kind for expenses incurred by any respondent to this
solicitation. All submittals become the property of WSDOT
and will not be returned. The RFP shall meet the following
requirements or will be deemed non-responsive and will not
be eligible for consideration of this project: There is a minimum 12-point
font requirement for the basic text for the entire RFP. Any
charts, graphs, table of organizations, etc., must be of
readable size. The maximum number of pages allowed is thirty
(30) 8.5 x 11 inch, typed, and single sided. We will allow
one (1) of the thirty (30) maximum numbers of pages to be
sized 8.5 x 14 inch. The page number limitation excludes the
Submittal Information Packet and cover letter. It does
include the following: table of contents, text, graphs,
divider sheets, tab sheets, index, and
appendices. Federal Forms SF 254 and SF
255 are not required for this solicitation. If these forms
are included in the submittal, they will count towards the
maximum limitation of thirty (30) pages. Four (4)
originals/copies of the submittals are due
no later than 5:00 p.m., Friday, November 3,
2000, to Mr. Michael B.

combination of race-neutral / race conscious means as outlined in WSDOT's
"Disadvantaged
Business Enterprise Program Plan."
DBE goals on federally assisted projects will be set utilizing the "DBE
Participation Calculation Methodology."
The voluntary participation for State funded projects will be 10% MBE
and 6% WBE. The department encourages disadvantaged, minority, and women-owned

Public Involvement and Communication
Services
Successful consultants will pre-qualify for work to be
completed on an as-needed, on-call basis. Projects will vary
widely and will require expertise in public involvement
planning, communications planning, public information and
public education efforts, developing creative concepts,
communication production techniques, market research, and
marketing on a statewide basis.Strategic Planning
for Communications
Consultants must provide expertise in strategic planning,
development, and evaluation of effective and targeted
public information, public education, public affairs,
marketing, and market research processes in the Pacific
Northwest. Projects may require expertise in NEPA/SEPA
requirements, communication tools and techniques,
consumer advertising, media relations, product branding
and positioning, issues analysis, management strategies,
and intergovernmental relations.
Consultants must provide the ability to produce, analyze,
and use qualitative and quantitative market and community
research. Consultants must provide the ability to gather,
analyze, and present interests and concerns of
communities and the public.
Consultants must provide expertise in development and
production of compelling messages, text and images that
effectively reach varied target audiences.
Consultants must provide expertise in distributing
communications products, including expertise in
conducting media relations, media planning and purchase,
database management and use, and ability to target
specific audiences.
Consultants must provide expertise in developing and
producing communications products for a variety of
mediums, including print, video, direct mail, Internet,
transit, outdoor, display and radio.
Pursuant to state and federal regulations, a
qualifications-based selection process will be used to
select a consultant for each of these projects. The
