Notice to Consultants
Public Involvement and Communication Services

The Washington State Department of Transportation (WSDOT) solicits interest from consulting firms who would like to be evaluated for providing services associated with Public Involvement and Communications.

Project Description
Successful consultants will pre-qualify for work to be completed on an as-needed, on-call basis. Projects will vary widely and will require expertise in public involvement planning, communications planning, public information and public education efforts, developing creative concepts, communication production techniques, market research, and marketing on a statewide basis.

Successful consultants will demonstrate the following expertise:

Strategic Planning for Communications
Consultants must provide expertise in strategic planning, development, and evaluation of effective and targeted public information, public education, public affairs, marketing, and market research processes in the Pacific Northwest. Projects may require expertise in NEPA/SEPA requirements, communication tools and techniques, consumer advertising, media relations, product branding and positioning, issues analysis, management strategies, and intergovernmental relations.

Market Research and Analysis
Consultants must provide the ability to produce, analyze, and use qualitative and quantitative market and community research. Consultants must provide the ability to gather, analyze, and present interests and concerns of communities and the public.

Creative Concepts, Design, and Content
Consultants must provide expertise in development and production of compelling messages, text and images that effectively reach varied target audiences.

Distribution and Media
Consultants must provide expertise in distributing communications products, including expertise in conducting media relations, media planning and purchase, database management and use, and ability to target specific audiences.

Product Development and Production
Consultants must provide expertise in developing and producing communications products for a variety of mediums, including print, video, direct mail, Internet, transit, outdoor, display and radio.

The WSDOT anticipates awarding three to five agreements for up to $350,000 each. No minimum amount of work is guaranteed under these agreements. The agreements will be effective for a two-year period.

As the need arises, projects requiring the services will be assigned to the contracted consultants. These projects are referred to as task orders. The number of task orders to each agreement, and the total dollar amount to be spent on each agreement, may vary.

Evaluation Criteria
Pursuant to state and federal regulations, a qualifications-based selection process will be used to select a consultant for each of these projects. The following information and criteria will be used to evaluate and rank responses:

 

  • Work descriptions and samples of five (5) projects completed by the proposing consultants during the past two years. Each description must specify:
    • Project start and end dates, including a summary of the consultant's ability to respond to critical schedules and deadlines;
    • Project costs with detail about the cost of creative development, planning, production, and distribution;
    • Results achieved by the product or service; and
    • A reference for the project, including the company name and address, the name of an individual to contact, and that person's telephone number.

    When viewed as a group, these work descriptions and samples should indicate the ability of the consultant to provide strategic planning for communications; market research and analysis; creative concepts, design, and content; media; and product development, production and distribution. The work descriptions and samples should also indicate the consultants' ability to deliver a wide range of communications products, including audio/video, Internet, and a printed product/newsletter or brochure. Work completed by the consultant and all sub-consultants should be represented in the five work descriptions and samples. Only five project descriptions with samples will be considered.

 

  • A separate resume for each key individual proposed to work on the agreement. Each resume should identify the individual's training, roles, responsibilities, and accomplishments and should include information about communications projects completed within the last two years. Please clearly identify the individual who will serve as day-to-day contact for the client.

    Resumes, when viewed as a group, should indicate the consultants ability to provide strategic planning for communications; market research and analysis; creative concepts, design, and content; distribution and media; and product development and production;

 

  • Training, experience and accomplishments of consultant's staff responsible for the five sample projects described. Clear identification of individuals and firms that will be involved in developing, planning, producing, and delivering the products or services. Joint venture or sub-consultant agreements must clearly identify their respective roles as prime and sub-consultant, as well as the working relationship on potential projects;

 

  • Demonstrated creativity and effectiveness of project results;

 

  • Demonstrated ability to respond to critical schedules and deadlines;

 

  • Availability to work statewide, location of consultant's and sub-consultant's offices within Washington state and an explanation of their ability to work in markets throughout the state;

 

  • Identify a cost range including a breakdown of wage rates, overhead, and profit for the following positions: Day-to-Day Project Manager, Key Advisors, Creative Services Staff, Audio/Visual Production Staff, Market Research Analysts, Public Involvement Facilitators and Analysts; and Internet Production Staff.

Your submittal must be accompanied by the required "Submittal Information Packet" form, which you may obtain by visiting our web site at:

This form must be completed in its entirety for the Prime and all sub-consultants or your submittal will be deemed non-responsive and will not be considered for this project. If you do not have access to the Internet, you may obtain a form by calling 360-705-7104. Information supplied by this packet will NOT count toward the total number of pages required for the RFP.

Consultants that submit proposals in response to this RFP must have the capability of providing the products and services listed in the ad. Sub-consultants may be used. WSDOT assumes no obligation of any kind for expenses incurred by any respondent to this solicitation. All submittals become the property of WSDOT and will not be returned. The RFP shall meet the following requirements or will be deemed non-responsive and will not be eligible for consideration of this project:

There is a minimum 12-point font requirement for the basic text for the entire RFP. Any charts, graphs, table of organizations, etc., must be of readable size. The maximum number of pages allowed is thirty (30) 8.5 x 11 inch, typed, and single sided. We will allow one (1) of the thirty (30) maximum numbers of pages to be sized 8.5 x 14 inch. The page number limitation excludes the Submittal Information Packet and cover letter. It does include the following: table of contents, text, graphs, divider sheets, tab sheets, index, and appendices.

Federal Forms SF 254 and SF 255 are not required for this solicitation. If these forms are included in the submittal, they will count towards the maximum limitation of thirty (30) pages. Four (4) originals/copies of the submittals are due no later than 5:00 p.m., Friday, November 3, 2000, to Mr. Michael B. Rice, Director of Consultant Services, Washington State Department of Transportation, Transportation Building, P.O. Box 47323, Olympia, WA 98504-7323. Submittals may be delivered by courier to Mr. Rice at 310 Maple Park Avenue SE, Room 3D6. Late submittals, or those delivered by facsimile, electronic mail, or any other format other than bound paper copies, will be deemed non-responsive and will not be considered for the project.

The department has an overall Disadvantaged Business Enterprise (DBE) Goal and a voluntary participation Minority Business Enterprise (MBE) / Women Business Enterprise (WBE) goal. The DBE goal for participation for this project will be obtained through a combination of race-neutral / race conscious means as outlined in WSDOT's "Disadvantaged Business Enterprise Program Plan." DBE goals on federally assisted projects will be set utilizing the "DBE Participation Calculation Methodology." The voluntary participation for State funded projects will be 10% MBE and 6% WBE. The department encourages disadvantaged, minority, and women-owned consultant firms to respond.
