from qualified firms to conduct an Agency wide Cost
Allocation audit in accordance with Federal Circular A-87
and develop cost allocation rates for the Department as a
whole and individual rates for three sub-component groups

COST ALLOCATION AUDIT
The Washington State Department of Transportation (WSDOT) is
seeking proposals from qualified firms to conduct an Agency
wide cost allocation audit in accordance with Federal
Circular A-87 and develop cost allocation rates for the
Department as a whole, and individual rates for three
sub-component groups within the Department.
Please submit four (4) copies of a proposal that contains
the following:
The maximum amount payable for this contract shall be based
upon negotiated hourly rates for the individuals working on
the project but will not exceed a maximum of one hundred,
twenty five thousand dollars ($125,000). The negotiated
rates agreed upon for each employee, or class of employees,
shall include direct salary cost, overhead costs, and
profit. In addition, your firm may identify potential
reimbursable expenses related directly to the project. This
information is required for the prime consultant and any
subconsultants who perform work under this
contract.
It is expected that this agreement will be executed, and a
notice to proceed will occur no later than June 15, 1999,
and the final reports will be delivered to WSDOT by August
31, 1999.
Proposals will be evaluated on the following criteria. Each
criteria is valued separately. The maximum number of points
possible for all criteria is 100 points.
If the submittal package does not meet all of the following
requirements, it shall be deemed non-responsive and will not
be eligible for consideration of this work.
