The Washington State Department of Transportation (WSDOT) is seeking proposals from qualified firms to conduct an Agency wide Cost Allocation audit in accordance with Federal Circular A-87 and develop cost allocation rates for the Department as a whole and individual rates for three sub-component groups within the Department.

NOTICE TO CONSULTANTS
COST ALLOCATION AUDIT

PURPOSE:
The Washington State Department of Transportation (WSDOT) is seeking proposals from qualified firms to conduct an Agency wide cost allocation audit in accordance with Federal Circular A-87 and develop cost allocation rates for the Department as a whole, and individual rates for three sub-component groups within the Department.

SCOPE OF WORK:

  • Review cost allocation criteria, including, but not limited to, Federal, State and WSDOT criteria, and its’ application to the Federal Transportation Equity Act For The 21st Century (TEA 21).
  • Analyze, test, and verify WSDOT program activities, funds, and expenditures for July 1, 1997 through June 30, 1999 and develop appropriate cost allocation formulas and rates.
  • Develop a final report containing methodology, calculations, and rates developed.
  • Supply WSDOT with copies of all work papers and computer programs used during the contract to develop the methodology, calculations, and rates.

DESIRABLE QUALIFICATIONS AND EXPERIENCE:

  • Demonstrate knowledge and experience in developing cost allocation plans and overhead rates for governmental entities.
  • Experience in state government accounting practices and procedures.
  • Knowledge of transportation agency’s operations, including organizational structure, programs, cost centers, and business practices.

 

PROPOSAL INSTRUCTIONS:
Please submit four (4) copies of a proposal that contains the following:

  • List of the Firm’s Qualifications and Experience to perform the requested services. Include a list of the key personnel who will be working on the project and a resume for each. Please provide an organizational chart showing titles, positions, and functions for all personnel who will be working on the project.
  • A detailed work plan describing your firm’s or team’s approach to accomplishing the scope of work. The work plan should identify the methodology to be used and your expected results.
  • A proposed time schedule for completing the project within the allotted time frame, including major milestones.
  • A list of up to five clients for whom you provided services similar to those required by this solicitation. For each, please include the name of the organization, a contact person, the current phone number, a description of the work performed, and the period of time covered. WSDOT may contact these firms as references. If your firm requires advanced notice of this inquiry, please indicate so.

 

COMPENSATION AND PAYMENT:
The maximum amount payable for this contract shall be based upon negotiated hourly rates for the individuals working on the project but will not exceed a maximum of one hundred, twenty five thousand dollars ($125,000). The negotiated rates agreed upon for each employee, or class of employees, shall include direct salary cost, overhead costs, and profit. In addition, your firm may identify potential reimbursable expenses related directly to the project. This information is required for the prime consultant and any subconsultants who perform work under this contract.

 

CONTRACT TIME PERIOD:
It is expected that this agreement will be executed, and a notice to proceed will occur no later than June 15, 1999, and the final reports will be delivered to WSDOT by August 31, 1999.

 

CONSULTANT SELECTION PROCESS:
Proposals will be evaluated on the following criteria. Each criteria is valued separately. The maximum number of points possible for all criteria is 100 points.

  • The team’s experience in preparing cost allocation plans and developing overhead rates for governmental entities. (25 points)
  • Your knowledge of state governmental accounting practices and procedures, and your knowledge of WSDOT’s operations, organizational structure, programs, cost centers, and business practices. (25 points)
  • Your overall approach to delivering the final product as described in your work plan. (20 points)
  • The firm’s cost factors: direct labor, overhead, profit, and direct reimbursable costs. (15 points)
  • The ability of your firm or team to accomplish the necessary work within the required time frame. (15 points)

Following evaluation of the proposals submitted, WSDOT may select a consultant based solely on the content of those proposals, or interview selected firms prior to making their final selection. WSDOT assumes no obligation of any kind for expenses incurred by any respondent to this solicitation.

SUBMITTAL INSTRUCTIONS:
If the submittal package does not meet all of the following requirements, it shall be deemed non-responsive and will not be eligible for consideration of this work.

  • Submittals are limited to a TOTAL MAXIMUM NUMBER of twenty-five (25) pages, including, but not limited to, letter of transmittal, cover sheet(s), table of contents, text, graphs, divider sheets, tab sets, index, and appendices.
  • Submit ONLY on single sided, 8.5 X 11 paper; typed no smaller than 12 point, including all text in graphs, charts, and inserts.
  • Submit the following for the Prime Consultant and all Sub-consultants to be used:
    • Name of firm
    • Name of contact person
    • Address
    • Phone and Fax numbers
    • Federal ID number
    • UBI and Minority Certification Number (if applicable)
  • Forms SF 254 and SF 255 are not required for this solicitation. If these forms are included in the transmittal, they will count towards the maximum limitation of twenty-five (25) pages.
