Project Description Successful consultants will
demonstrate the following expertise: Task Assignment
Contract As the need arises, projects
requiring the services will be assigned to the successful
consultant. These projects are referred to as task orders.
The number of task orders to the contract, and the total
dollar amount of each task order may vary. WSDOT assumes no obligation of
any kind for expenses incurred by any respondent to this
RFP. The department does not incur any obligation to award a
contract(s) as a result of responses to this RFP. All
submittals become the property of WSDOT and will not be
returned. Selection Criteria Submittal Requirements Each submittal must include
the following items: 1.) A Letter of Interest which
must list, 2.) Work Descriptions and
Samples When viewed as a group, these
work descriptions and samples should indicate the ability of
the consultant to provide strategic planning for
communications; market research and analysis; creative
concepts, design, and content; media; and product
development, production and distribution (see project
description for additional information). The work
descriptions and samples should also indicate the
consultants ability to deliver a wide range of
communications products, including audio/video, Internet,
and a printed product/newsletter or brochure. Work completed
by the consultant and all sub-consultants should be
represented in the five work descriptions and samples. Only
five project descriptions with samples will be considered.
3.) Costs Pre-Proposal Meeting Please Note: No questions will
be entertained before or after the pre-proposal meeting.
Consultant firms interested in submitting a proposal are
encouraged to attend the pre-submittal meeting. Handouts
containing additional information will be available at the

Services
This Request for Proposal (RFP) is being issued by the
Washington State Department of Transportation (WSDOT) to
solicit expertise in communications services. Successful
consultants will be selected to enter into an On-Call
agreement with WSDOT. Projects will vary widely and will
require expertise in public relations, intergovernmental
relations, public education, creative concepts, production,
public involvement, market research, and marketing in the
Spokane area.
Teams expertise in strategic planning, development and
evaluation of effective and targeted marketing, market
research, public relations, public affairs, public
education and public involvement processes in the Spokane
area. Projects may require expertise in NEPA/SEPA
requirements, consumer advertising, media relations,
product branding and positioning, issues analysis,
management strategies, and intergovernmental
relations.
Teams ability to produce, analyze and use qualitative and
quantitative market research. Teams the ability to
gather, analyze, and present interests and concerns of
communities and the public.
Teams expertise in development and production of
compelling messages, text and images that effectively
reach varied target audiences.
Teams expertise in distributing communications products,
including expertise in conducting media relations, media
planning and purchase, database management and use, and
ability to target specific audiences.
Teams expertise in developing and producing
communications products for a variety of mediums,
including print, video, direct mail, Internet, transit,
outdoor display, three dimensional design visualization
graphics, and radio.
The WSDOT anticipates awarding a contract for up to
$500,000. No minimum amount of work is guaranteed under this
agreement. The contract will be effective for a two year
period, with an option for an additional 1 or 2 year
period.
The criteria and scoring used to evaluate submittals
will include:
Consultants that submit proposals in response to this
RFP must have the capability of providing the products and
services listed under the project description of this RFP.
Joint ventures or sub-consultants may be used. The top
ranking firms may be invited for an interview to allow the
WSDOT to select the most qualified firm(s). In addition to
content, submittals must meet the following requirements or
they will be deemed non-responsive and will not be
considered for this project:

the proposing consultant during the past two years. Each
