North Spokane Corridor Creative Media Services

 

Project Description
This Request for Proposal (RFP) is being issued by the Washington State Department of Transportation (WSDOT) to solicit expertise in communications services. Successful consultants will be selected to enter into an On-Call agreement with WSDOT. Projects will vary widely and will require expertise in public relations, intergovernmental relations, public education, creative concepts, production, public involvement, market research, and marketing in the Spokane area.

Successful consultants will demonstrate the following expertise:

  • Strategic Planning for Communications
    Teams expertise in strategic planning, development and evaluation of effective and targeted marketing, market research, public relations, public affairs, public education and public involvement processes in the Spokane area. Projects may require expertise in NEPA/SEPA requirements, consumer advertising, media relations, product branding and positioning, issues analysis, management strategies, and intergovernmental relations.
  • Market Research and Analysis
    Teams ability to produce, analyze and use qualitative and quantitative market research. Teams the ability to gather, analyze, and present interests and concerns of communities and the public.
  • Creative Concepts, Design, and Content
    Teams expertise in development and production of compelling messages, text and images that effectively reach varied target audiences.
  • Distribution and Media
    Teams expertise in distributing communications products, including expertise in conducting media relations, media planning and purchase, database management and use, and ability to target specific audiences.
  • Product Development and Production
    Teams expertise in developing and producing communications products for a variety of mediums, including print, video, direct mail, Internet, transit, outdoor display, three dimensional design visualization graphics, and radio.

Task Assignment Contract
The WSDOT anticipates awarding a contract for up to $500,000. No minimum amount of work is guaranteed under this agreement. The contract will be effective for a two year period, with an option for an additional 1 or 2 year period.

As the need arises, projects requiring the services will be assigned to the successful consultant. These projects are referred to as task orders. The number of task orders to the contract, and the total dollar amount of each task order may vary.

WSDOT assumes no obligation of any kind for expenses incurred by any respondent to this RFP. The department does not incur any obligation to award a contract(s) as a result of responses to this RFP. All submittals become the property of WSDOT and will not be returned.

Selection Criteria
The criteria and scoring used to evaluate submittals will include:

  • Training, experience and accomplishments of key personnel responsible for the five sample projects described; (25 points)
  • Project management experience; (25 points)
  • Demonstrated creativity and effectiveness of project results; (20 points)
  • Demonstrated ability to respond to critical schedules and deadlines; (15 points)
  • Availability to work in the Spokane area; (10 points)
  • Past Performance / References; (10 points)
  • Cost factors: Overhead rate, direct labor rates, proposed fee, etc.; (10 points).

Submittal Requirements
Consultants that submit proposals in response to this RFP must have the capability of providing the products and services listed under the project description of this RFP. Joint ventures or sub-consultants may be used. The top ranking firms may be invited for an interview to allow the WSDOT to select the most qualified firm(s). In addition to content, submittals must meet the following requirements or they will be deemed non-responsive and will not be considered for this project:

  • Four (4) copies of the submittals are due no later than 5:00 p.m., July 16, 1999, to Mr. Michael B. Rice, Consultant Administrator, Washington State Department of Transportation, Transportation Building, P.O. Box 47323, Olympia, WA 98504-7323. Submittals may be delivered by courier to Mr. Rice at 310 Maple Park Drive SE, Room 3D6. Late submittals, or those delivered by facsimile, electronic mail, or any other format other than bound paper copies, will be deemed non-responsive and will not be considered for the project.
  • There is a total maximum number of thirty (30) pages allowed for the submittal. The submittals must be submitted only on single sided typed 8.5" x 11" paper and with type size no smaller than 12 point (including text in charts, diagrams, tables, etc.). The thirty (30) page limitation and 12 point type size applies to all sheets in the response, including but not limited to: letter of transmittal, cover sheet(s), table of contents, text, text in graphs, divider sheets, tab sheets, index, and appendices.

Each submittal must include the following items:

1.) A Letter of Interest which must list,

  • the consultant’s and sub-consultant’s federal ID and UBI numbers; address; phone number and fax number
  • location of consultants and sub-consultants offices within the Spokane area and an explanation of their ability to work in this market area;
  • name of contact person responsible for the proposal, including phone number, fax number, e-mail address, if available, and mailing address;
  • clear identification of individuals and firms that will be involved in developing, planning, producing, and delivering the products or services. Joint venture or sub-consultant agreements must clearly identify their respective roles as prime and sub-consultant, as well as the working relationship on potential projects;
  • total number of years of experience of each of the key team members in providing the products and services specified under the project description of this RFP;
  • total number of current staff with each consulting firm that will provide the necessary skills and services, and

2.) Work Descriptions and Samples
Work descriptions and samples of five projects completed by the proposing consultant during the past two years. Each description must specify:

  • project start and end dates, including a summary of the consultants ability to respond to critical schedules and deadlines;
  • project costs with detail about the cost of creative development, planning, production and distribution;
  • results achieved by the product or service, and
  • a reference for the project, including the company name and address, the name of an individual to contact, and that person’s telephone number and, if possible, e-mail address.

When viewed as a group, these work descriptions and samples should indicate the ability of the consultant to provide strategic planning for communications; market research and analysis; creative concepts, design, and content; media; and product development, production and distribution (see project description for additional information). The work descriptions and samples should also indicate the consultants ability to deliver a wide range of communications products, including audio/video, Internet, and a printed product/newsletter or brochure. Work completed by the consultant and all sub-consultants should be represented in the five work descriptions and samples. Only five project descriptions with samples will be considered.

 

3.) Costs
Identify a cost range including a breakdown of wage rates, overhead and profit for the following positions:

  • Day-to-Day Project Manager, Key Advisors, Creative Services Staff, Audio/Visual Production Staff, Market Research Analysts, Public Involvement Facilitators and Analysts; and Internet Production Staff.

Please Note: No questions will be entertained before or after the pre-proposal meeting. Consultant firms interested in submitting a proposal are encouraged to attend the pre-submittal meeting. Handouts containing additional information will be available at the pre-proposal meeting.

Prior to Notice to Proceed, vendors must sign certifications regarding Debarment, Suspension, Ineligibility, Voluntary Exclusion, and the Restrictions of the Use of Federal Funds for Lobbying, in accordance with Section 1352, Title 31, U.S. Code.
