Notice to Consultants
On-Call Bridge Mechanical and Electrical Engineering Services

Washington State Department of Transportation (WSDOT) solicits interest from consulting firms who wish to be evaluated for On-Call Bridge Mechanical and Electrical Engineering Services. The agreements will be for a three-year period from January 2002 through December 2004. However, no new tasks will be assigned after three (3) years from the original agreement execution date. The anticipated agreement amounts will be $1,500,000. WSDOT will award two (2) On-Call Task Order Negotiated Hourly Rate agreements. Each piece of work will be negotiated separately as an individual task.

Project Description
For Design and Refurbishment of components on Swing, Bascule, and Lift-Span Bridges including floating bridge draw or lift-draw units operated by Electro/Mechanical or Electro/Hydraulic systems. Expertise in the inspection and design for the rehabilitation of components, and the design of new, Mechanical, and Electrical operating systems for the various types of movable bridges in the state. Additional tasks may include span balancing, preparation of operation, inspection and maintenance (OIM) manuals, programmable logic control (PLC) systems, rehabilitation of existing electrical relays, structural modifications, wire rope inspections, bearing inspections and any other component on several structures, some up to 90 years old. The consultant will work with the WSDOT Bridge Preservation Office to review existing inspection reports and to define the scope of services on a task-by-task basis for optimum refurbishment based on the life expectancy of the bridge. The consultant may also be required to be available during construction to assist the state with shop drawing review and other construction-related issues.

All plan sheets developed by the consultant will require the stamp of a licensed engineer of the appropriate discipline (ME, EE or SE) registered in the State of Washington. Cadd drafting systems shall be as near to WSDOT Micro GDS as possible. WSDOT will accept AutoCadd or Microstation, in appropriate formats.

Evaluation Criteria
Pursuant to state and federal regulations, a qualifications-based selection process will be used to select consultants for these agreements. The following information and criteria will be used to evaluate and rank responses:

  • Qualifications/expertise of firms on team;
  • Qualification of proposed project manager(s);
  • Key team members qualifications (prime consultant and sub-consultants);
  • Firm's project management system (prime consultant only); and
  • References/past performances (prime consultant only.)

NOTE: It is imperative that the consultant reviews the definitions of the scoring criteria. We have included requirements and/or limitations for the information that is being requested. All scoring criteria will be rated on a scale of 0 (Low) to 20 (High.)

Submittal Requirements
Consultants that submit proposals in response to this advertisement must have the capability of providing the products and services listed in the ad. Sub-consultants may be used. WSDOT assumes no obligation of any kind for expenses incurred by any respondent to this solicitation. All submittals become the property of WSDOT and will not be returned. The submittal shall meet the following requirements or will be deemed non-responsive and will not be eligible for consideration of this project:

  • Each criterion for selection must be addressed;
  • Your submittal must be accompanied by the required "Submittal Information Packet" form, which you may obtain by clicking on the below listed link:

    This form must be completed in its entirety for the Prime and all sub-consultants or your submittal will be deemed non-responsive and will not be considered for these projects. If you do not have access to the Internet, you may obtain a form by calling 360-705-7104. Information supplied by this packet will NOT count toward the total number of pages required for the submittal.

  • There is a minimum twelve (12)-point font requirement for the basic text of the entire submittal. Any charts, graphs, table of organizations, etc., must be of readable size.
  • The maximum number of sheets allowed per submittal will be twenty-five (25) sheets, submitted ONLY on single sided, single column typed 8.5" x 11" paper. We will allow one (1) page of the twenty-five (25) sheets to be submitted on paper other than 8.5" x 11" size. The page count limitation applies to ALL sheets contained in the submittal. The only exceptions to the page count are the front and back cover, and the Submittal Information Packet form.
  • Federal Forms SF 254 and SF 255 are not required for this solicitation. If these forms are included in the submittal, they will count towards the maximum limitation of twenty-five (25) pages.
  • Four (4) originals/copies of the submittals are due no later than 5:00 p.m., Wednesday, November 21, 2001, to Mr. Michael B. Rice, Director of Consultant Services, Washington State Department of Transportation, Transportation Building, P.O. Box 47323, Olympia, WA 98504-7323. Submittals may be delivered by courier to Mr. Rice in Olympia at the Capital View II Building, 2nd floor, Consultant Services Office, 724 Quince Street SE.
  • Late submittals, or those delivered by facsimile, electronic mail, or any other format other than bound paper copies, will be deemed non-responsive and will not be considered for the project.

The department has an overall Disadvantaged Business Enterprise (DBE) Goal. The DBE goal for participation for this project will be obtained through a combination of race-neutral / race conscious means as outlined in WSDOT's "Disadvantaged Business Enterprise Program Plan." DBE goals on federally assisted projects will be set utilizing the "DBE Participation Calculation Methodology." The department encourages disadvantaged, minority, and women-owned consultant firms to respond.
