Notice to Consultants
On-Call Bridge Design and Structural Design Services

Washington State Department of Transportation (WSDOT) solicits interest from consulting firms who wish to be evaluated for On-Call Bridge Design and Structural Design Services. The agreements will be for a two-year period from January 2002 through December 2003. However, no new tasks will be assigned after two(2) years from the original agreement execution date.

Project Description
For the structural design of new bridges, widening or other modifications to WSDOT fixed or movable bridges. Including timber, concrete slab, concrete beam, concrete box, steel girder or steel truss bridges and related structures. The work requires familiarity with all current AASHTO codes including LRFD analytical procedures and the WSDOT Bridge Design Manual. All plans developed by the consultant will require the stamp of a licensed structural engineer (SE) in the state of Washington. In addition, companies may be requested to provide construction phase services, to assist the state with shop drawing review or other construction related issues, during construction of their design. Cadd drafting systems shall be as near to WSDOT Micro GDS as possible. WSDOT will accept AutoCadd and Microstation, in appropriate formats, to achieve similar high quality plan preparation.

WSDOT intends to select consultants, and negotiate On-Call agreements for the services that could be used on either the Interstate or Non-Interstate highway systems. The Consultants will be evaluated, ranked, and selected from rosters established by the respondents to this notice. The rosters will be active for calendar year 2002. The Department will utilize the following options when selecting a consultant from the rosters: a) select top ranked consultant(s) directly from the ranked rosters; or b) "short-list" top ranked consultant(s) for interviews.

The number of firms initially selected and agreement threshold amount for each agreement is as follows:

Agreement Threshold Amount
Number of Agreements
$600,000.00
3
$300,000.00
2

A consultant may submit for only one agreement threshold amount. For example, a consultant must specify that they are responding to either On-Call Bridge Design and Structural Design Services for $600,000, or On-Call Bridge Design and Structural Design Services for $300,000, not both.

Evaluation Criteria
Pursuant to state and federal regulations, a qualifications-based selection process will be used to select consultants for these agreements. The following information and criteria will be used to evaluate and rank responses:

  • Qualifications/expertise of firms on team;
  • Qualification of proposed project manager(s);
  • Key team members qualifications (prime consultant and sub-consultants);
  • Firm's project management system (prime consultant only); and
  • References/past performances (prime consultant only.)

The definitions for each of the proposed criteria may be found at the following link:

NOTE: It is imperative that the consultant reviews the definitions of the scoring criteria. We have included requirements and/or limitations for the information that is being requested. All scoring criteria will be rated on a scale of 0 (Low) to 20 (High.)
