Underwater Inspection for Structural Engineering

The Washington State Department of Transportation (WSDOT) solicits interest from consulting firms who wish to be considered for future Underwater Inspection On-Call Agreements.

Project Description
WSDOT intends to select engineering consultants and set up agreements for underwater bridge and ferry terminal inspections. The purpose is to obtain professional engineering and other services on a variety of bridges or marine structures throughout Washington. The services include, but are not necessarily limited to, the accomplishment of Underwater Inspection per National Bridge Inspection Standards (NBIS) guidelines for state and/or local agency bridges and marine terminals on a negotiated task by task basis.

The professional capabilities of consultants, directly involved with underwater inspections must include Professional Registration and a demonstrable expertise in the specialized areas necessary to accomplish the services required. For these services, the consultant is expected to furnish all necessary equipment, including scuba gear, survey equipment, etc. Final reports must be stamped by a project manager having a professional engineering license in Washington or a reciprocal state.

Evaluation and Selection
The selection of consultants for projects or services will be made from the list of qualified consultants responding to this Request For Qualifications (RFQ.) All firms responding will be evaluated, scored and ranked. As specific projects are identified for consultant services, top ranked firms will be selected from the roster and provided with a series of tasks, within the limits of the agreement. Selection from the roster will be by either an interview process or selection of the top ranked firm(s) from the roster.

The amount to be set up for each agreement is $300,000. Firms selected from the ranking will be contracted by WSDOT for a two-year term. Individual tasks will be negotiated as stand-alone assignment and the agreement terminated when the agreement budget is exhausted or the time frame has expired.

Consultants will be evaluated and ranked based on the following criteria areas:

  • Key Personnel (20 Points)
  • Experience involving Underwater Inspection for Structural Engineering (20 Points)
  • Demonstrated ability to meet schedules (20 Points)
  • Past Performance (20 Points)
