The Washington State
Department of Transportation (WSDOT) solicits interest from
consulting firms who wish to be considered for an On-Call
Agreement to assist WSDOT Bridge and Structures office in
the analytical investigation and feasibility of a
friction-pendulum base isolation system for the Aurora
Avenue Bridge on SR 99 in Seattle. Project Description The selected firm is expected
to include on their team a Geotechnical company familiar
with the bridge site to develop site-specific time histories
representing the Cascadia subduction and Seattle Fault
earthquake hazards. The selected firm is expected
to work closely with WSDOT design staff and
friction-pendulum base isolation system manufacturers and
other design companies to develop a comprehensive report on
the ability of friction-pendulum base-isolation bearings to
protect this major bridge from damage in a seismic
event. Evaluation and Selection The amount to be set up for
the agreement is $300,000. The firm selected from the roster
will be contracted by WSDOT for a two-year term. Individual
tasks will be negotiated as stand-alone assignment and the
agreement terminated when the agreement budget is exhausted
or the time frame has expired. Consultants will be evaluated
and ranked based on the following criteria areas: Submittal Requirements This form must be completed

Notice to Consultants
Seismic Analysis
WSDOT intends to set up an agreement with a bridge design
consultant, familiar with the structural modeling and
analysis of friction-pendulum base isolation and who has
prior experience working with friction-pendulum base
isolation systems. The purpose is to obtain professional
engineering services from the selected firm to utilize the
existing analytical structure model and perform a non-linear
analysis incorporating synthetic earthquake time-histories
to determine the effectiveness of a friction-pendulum
base-isolation system, to protect the existing structure
from damage in a major earthquake.
The selection of a consultant for this project will be made
from the list of qualified consultants responding to this
Request For Qualifications (RFQ.) All firms responding will
be evaluated, scored and ranked. The top firm will be
selected from the scored and ranked roster and provided with
a series of tasks, within the limits of the agreement.
Selection from the roster will be by either an interview
process or selection of the top ranked firm from the
roster.
Consultants that submit proposals in response to this RFQ
must have the capability of providing the products and
services listed under the project description of this RFQ.
Joint ventures or sub-consultants may be used. WSDOT assumes
no obligation of any kind for expenses incurred by any
respondent to this solicitation. All submittals become the
property of WSDOT and will not be returned. The top
evaluated firms may be invited for an interview to allow the
WSDOT to rank the most qualified firms or WSDOT may elect to
select the top evaluated firms from the scored and ranked
roster. The RFQ shall meet the following requirements or
will be deemed non-responsive and will not be eligible for
consideration of this roster:
