Marine Engineering / Naval Architecture

The Washington State Department of Transportation (WSDOT) solicits interest from consulting firms who wish to be considered for a Marine Engineering / Naval Architecture On-Call Agreement.

Project Description
WSDOT intends to set up an agreement for a marine engineering / naval architectural consultant. The purpose is to obtain professional marine engineering expertise for the Hood Canal bridge. The services include an independent review of the marine construction activities associated with the proposed replacement of the east half of the Hood Canal Bridge. A presentation of the proposed replacement construction method and sequence will be made at a future Associated General Contractor’s and WSDOT meeting at which the selected consultant will attend. Afterwards the selected consultant will meet with WSDOT staff to ensure that appropriate marine construction practices are being incorporated into the project. The services will also include an independent review of the 90% submittal of the contract documents for the replacement of the east half of the Hood Canal Bridge. This review will consist of commenting on the special provisions and contract drawings which pertain to marine construction activities, and assembly of pontoons in the staging area and installation of pontoon units.

Evaluation and Selection
The selection of a consultant for this project will be made from the list of qualified consultants responding to this Request For Qualifications (RFQ.) All firms responding will be evaluated, scored and ranked. The top firm will be selected from the scored and ranked roster and provided with a series of tasks, within the limits of the agreement. Selection from the roster will be by either an interview process or selection of the top ranked firm from the roster.

The amount to be set up for the agreement is $200,000. The firm selected from the ranking will be contracted by WSDOT for a three-year term. Individual tasks will be negotiated as stand-alone assignments and the agreement terminated when the agreement budget is exhausted or the time frame has expired.

Consultants will be evaluated and ranked based on the following criteria areas:

  • Key Personnel (20 Points)
  • Experience involving Marine Construction (30 Points)
  • Demonstrated ability to meet schedules (15 Points)
  • Past Performance (15 Points)
  • In-House Expertise in Marine Construction Practices (20 Points)

Submittal Requirements
Consultants that submit proposals in response to this RFQ must have the capability of providing the products and services listed under the project description of this RFQ. Joint ventures or sub-consultants may be used. WSDOT assumes no obligation of any kind for expenses incurred by any respondent to this solicitation. All submittals become the property of WSDOT and will not be returned. The top evaluated firms may be invited for an interview to allow the WSDOT to rank the most qualified firms or WSDOT may elect to select the top evaluated firms from the scored and ranked roster. The RFQ shall meet the following requirements or will be deemed non-responsive and will not be eligible for consideration of this roster:

  • Your submittal must be accompanied by the newly required "Submittal Information Packet" form, which you may obtain by visiting our web site at:

    This form must be completed in its entirety for the Prime and all sub-consultants or your submittal will be deemed non-responsive and will not be considered for this project. If you do not have access to the Internet, you may obtain a form by calling (360) 705-7147.

  • There is a minimum 12 point font requirement for the basic text for the entire RFQ. Any charts, graphs, table of organizations, etc., must be of readable size. The maximum number of pages allowed is twenty-five (25) 8.5 x 11 inch, typed, and single sided. The page number limitation excludes the Submittal Information Packet and cover letter. It does include the following: table of contents, text, graphs, divider sheets, tab sheets, index, and appendices. Federal Forms SF 254 and SF 255 are not required for this solicitation. If these forms are included in the submittal, they will count towards the maximum limitation of twenty-five (25) pages.
  • Four (4) copies of the submittals are due no later than 5:00 p.m., Wednesday, April 12, 2000, to Mr. Michael B. Rice, Consultant Administrator, Washington State Department of Transportation, Transportation Building, P.O. Box 47323, Olympia, WA 98504-7323. Submittals may be delivered by courier to Mr. Rice at 310 Maple Park Drive SE, Room 3D6. Late submittals, or those delivered by facsimile, electronic mail, or any other format other than bound paper copies, will be deemed non-responsive and will not be considered for the project.
