Notice to Consultants
Flight Instructor Refresher Clinic Services for WSAD

The Washington State Department of Transportation (WSDOT) is soliciting interest from consultants who would like to provide FAA approved Flight Instructor Refresher Clinic (FIRC) Services to the public for Washington State Aviation Division (WSAD.) It should be noted that the WSAD would provide the clinic at no charge to the public.

Scope of Work:
The consultant must hold current FAA approval to conduct FIRC programs. The FIRC to be presented must comply in all respects with the requirements set forth in FAA Advisory Circular No. 61-83D and provide an educational experience of consistently high quality. It is desirable that the consultant has current FAA approval for the use of a designated Airman Certification Representative (ACR) employed solely by the consultant. WSAD desires that a temporary flight instructor certificate be issued on-site to each graduate at the conclusion of the clinic. The WSAD will be responsible for registering students, preparing the class roster, and reserving and paying for the clinic facility. The FIRCs must be provided on Saturdays and Sundays.

Note: The professional capabilities of the consultant must include professional registration, where appropriate, and demonstrable expertise in any specialized areas necessary to accomplish the services required. Consultants shall furnish all services and labor necessary to conduct and complete the work, and shall furnish all materials, reports, equipment, supplies and incidentals, except as designated elsewhere in this advertisement.

The consultant must be capable of providing FIRCs according to the following schedule: November 17-18, 2001 in the Puget Sound area; January 5-6, 2002 in the Puget Sound area; September, 2002 in Spokane; November, 2002 in the Puget Sound area; January, 2003 in the Puget Sound area.

The firm selected will be contracted by WSDOT for a two-year term. The Agreement shall be terminated when the Agreement budget is exhausted or the Agreement time frame has expired.

Evaluation Criteria:
Pursuant to state and federal regulations, a qualifications-based selection process will be used to select a consultant for this agreement. The following information and criteria will be used to evaluate and rank responses:

  • Qualifications/expertise of firm(s) on the team providing the services;
  • Qualification of proposed project manager;
  • Key team members qualifications (prime consultant and sub-consultants);
  • Firm's management system (prime consultant only);
  • Clinic content;
  • References/past performances (prime consultant only); and
  • Cost factors: overhead, direct labor costs, proposed profit, and reimbursables (prime consultant and sub-consultants.)

NOTE: It is imperative that the consultant reviews the definitions of the scoring criteria. We have included requirements and/or limitations for the information that is being requested. All scoring criteria will be rated on a scale of 0 (Low) to 20 (High.)

Submittal Requirements:
Consultants that submit proposals in response to this advertisement must have the capability of providing the products and services listed in the ad. Sub-consultants may be used. WSDOT assumes no obligation of any kind for expenses incurred by any respondent to this solicitation. All submittals become the property of WSDOT and will not be returned. WSDOT may withdraw or cancel this solicitation at any time. WSDOT is not obligated to enter into an agreement as a result of this solicitation. The submittal shall meet the following requirements or will be deemed non-responsive and will not be eligible for consideration of this project:

  • Each criterion for selection must be addressed;
  • The Consultant must provide documentation that they possess current FAA approval to provide FIRCs;
  • Provide documentation of current ACR authorization if applicable;
  • Your submittal must be accompanied by the required "Submittal Information Packet" form, which you may obtain by clicking on the below listed link:

    This form must be completed in its entirety for the Prime and all sub-consultants or your submittal will be deemed non-responsive and will not be considered for this project. If you do not have access to the Internet, you may obtain a form by calling 360-705-7104. Information supplied by this packet will NOT count toward the total number of pages required for the submittal.

  • There is a minimum twelve (12)-point font requirement for the basic text of the entire submittal. Any charts, graphs, table of organizations, etc., must be of readable size.
  • The maximum number of sheets allowed per submittal will be twenty-five (25) sheets, submitted ONLY on single sided, single column typed 8.5" x 11" paper. We will allow one (1) page of the twenty-five (25) sheets to be submitted on paper other than 8.5" x 11" size. The page count limitation applies to ALL sheets contained in the submittal. The only exceptions to the page count are the front and back cover, and the Submittal Information Packet form.
  • Federal Forms SF 254 and SF 255 are not required for this solicitation. If these forms are included in the submittal, they will count towards the maximum limitation of twenty-five (25) pages.
  • Four (4) originals/copies of the submittals are due no later than 5:00 p.m., Friday, September 28 2001, to Mr. Michael B. Rice, Director of Consultant Services, Washington State Department of Transportation, Transportation Building, P.O. Box 47323, Olympia, WA 98504-7323. Submittals may be delivered by courier to Mr. Rice in Olympia at the Capital View II Building, 2nd floor, Consultant Services Office, 724 Quince Street SE.
  • Late submittals, or those delivered by facsimile, electronic mail, or any other format other than bound paper copies, will be deemed non-responsive and will not be considered for the project.

The department has an overall Disadvantaged Business Enterprise (DBE) Goal. The DBE goal for participation for this project will be obtained through a combination of race-neutral / race conscious means as outlined in WSDOT's "Disadvantaged Business Enterprise Program Plan." DBE goals on federally assisted projects will be set utilizing the "DBE Participation Calculation Methodology." The department encourages disadvantaged, minority, and women-owned consultant firms to respond.
