The Washington State
Department of Transportation (WSDOT) is seeking requests for
proposals (RFP) from firms with expertise to provide an
Aviation System Plan Airport Data Condition
Assessment/Inventory Update to the WSDOT Aviation
Division Project
Description: The principal objective of the
Airport Data Condition Assessment/Inventory Update is to
perform a comprehensive and complete update of the physical
condition of all 129 airports in the Washington state
airport system. The primary function of the
Inventory element is to serve as an informational tool in
identifying current facility deficiencies, long-term
facility requirements, supplementing data for state and
federal programming decisions, and identifying the planning
needs of local airport sponsors and
jurisdictions. The consultant shall visit
every airport in the system below commercial status for a
total of 81 airports. The visits shall involve two (2)
primary efforts: airport management interviews to collect
information on capital improvement projects, current zoning
issues, actual number of based aircraft and operations, etc.
The second effort will focus on conducting a physical
inventory for each of the 81 airport facilities. Inventory
data to be collected shall include (but not be limited to):
FAR Part 77 airspace obstructions, identification of state
and federal design standard compliance issues, assessment of
runway safety areas, extent of multi-modal transportation
connections to the airport facility, general information on
existing land uses immediately adjacent to the airport, etc.
The collected data will be compiled, checked and merged with
the Aviation Division's existing Microsoft® Access
database and Internet Web Site. The Aviation Division has
developed a preliminary Scope of Work based on the previous
Airport Data Condition Assessment project, which was
performed during 1997/1998. The contract Scope of Work will
be finalized as phase 1 of this agreement utilizing the
"Managing Project Delivery Process." Commencements of the
consultant services are desired for approximately February
1, 2001, or sooner, and are estimated to conclude no later
than June 30, 2001. This project is funded for
approximately $250,000. Submittal: The definitions for each of

the consultant reviews the definitions of the scoring
criteria. We have included requirements and/or limitations
for the information that is being requested. All scoring
criteria will be rated on a scale of 0 (Low) to 20
(High.) The Department encourages
disadvantaged, minority, and women-owned consultant firms to
respond. Participation by Washington State Certified
Disadvantaged, Minority, and Women Business Enterprises in
any consultant work awarded under this solicitation will be
credited toward the Department's overall goals. Submittal
Requirements: There is a minimum twelve
(12)-point font requirement for the basic text of the
entire submittal. Any charts, graphs, table of
organizations, etc., must be of readable
size. The Washington State
Department of Transportation assumes no obligations of any
kind for expenses incurred by any respondent to this
solicitation. No minimum amount of work is guaranteed. All
submittals become the property of WSDOT and will not be
returned. Please submit four (4)

Aviation System Plan Airport Data Condition
Assessment/Inventory Update
Washington State has long recognized the importance in
providing access to the air transportation system through
preservation and system planning data facilitating
preservation decision-making. Preserving access to our
system of airports requires a thorough understanding of the
current condition of each facility and the projected,
long-term capital facility improvements each may
require.
Pursuant to state and federal regulations, a
qualifications-based selection process will be utilized for
this project. The consultant will be evaluated and ranked
based upon the following criteria:
