The Washington State
Department of Transportation (WSDOT) is seeking requests for
proposals (RFP) from firms with expertise to provide an
Aviation System Plan Forecast and Economic Analysis Study to
the WSDOT Aviation Division. Purpose: The primary function of the
Forecast element of the Study is to serve as a tool in
identifying projected system demands, understanding system
deficiencies in meeting projected demand, supplement data
for state and federal programming decisions, and the
planning needs of local airport sponsors and jurisdictions.
The forecast product will utilize accepted industry
standards to meet state and federal forecast
requirements. The role of the Economic
Input/Output Analysis will assist in understanding the
regional economic significance of airports. The economic
component of the study will follow the analysis
recommendations by the Federal Aviation Administration (FAA)
as outlined in FAA Policy PP-92-6. In addition to the
regional input/output analysis associated with the RFP,
WSDOT Aviation Division is presently partnered with
Washington State University for research into the role and
function of airports on rural economies. Background: Project Parameters: RFP Submittal: Any substitutions or
revisions after the contract is established is subject to
approval by WSDOT. The qualifications of
sub-consultants will be used in the selection of the
selected firm. The RFP must include a letter of
understanding from each sub-consultant named, indicating
that they have committed their firm to the project. The
letter must be signed by an authorized representative of
the prime consultant and the sub-consultant and must
specifically reference this project. Any substitutions or
revisions of sub-consultants is subject to approval by
WSDOT. Please note that sub-consultants may NOT further

font requirement for the basic text for the entire RFP. Any

readable size. The maximum number of pages allowed is
twenty-five (25) 8.5 x 11 inch, typed, and single sided. The
page number limitation excludes the submittal cover, cover
letter and sub-consultant listings. It does include the
following: table of contents, text, graphs, divider sheets,
tab sheets, index, and appendices. Federal Forms SF 254 and
SF 255 Forms are not required for this solicitation. If
these forms are included in the submittal, they will count
towards the maximum limitation of twenty-five (25)

approximately $150,000. However, no minimum amount of work

Aviation System Plan Forecast and Economic Analysis
Study
The principal objective of the Forecast and Economic
Analysis Study is to develop forecast information for
regionally defined areas of the states system of
airports. As well, the study also includes an assessment of
regional economic input/output measures for the aviation
system plan.
Washington State has long recognized the importance in
providing access to the air transportation system through
preservation and system planning data facilitating
preservation decision making. Preserving access to our
system of airports requires an understanding of the current
and projected demands for operations and facility
requirements. In addition, preservation of our system is
dependent on an understanding of the economic contributions
of aviation to our state economy.
The Scope of Work for Forecast and Economic Analysis Study
will be developed as Task One of the study. Commencement of
the consultant services are desired for May 1, 2000 and are
estimated to conclude December 1, 2000. WSDOT has a proposed
overall Disadvantaged Business Enterprise (DBE) department
goal of 14%. This project is federally assisted and will
require a DBE goal, which will be determined and set after
award and with an approved scope of work. If the state and
consultant are unsuccessful in reaching agreement on the
contract, the state reserves the right to go to the next
qualified consultant.
Consultant firms are invited to submit their RFP entirely at
their own cost. There will be no remuneration to any
consultant for submitting an RFP. The RFP shall meet the
