Notice to Consultants
2000/2003 Mechanical and Electrical Engineering for Buildings and Related Facilities

The Washington State Department of Transportation (WSDOT) solicits interest from consulting firms who wish to be evaluated and considered for future work for our Facilities Office, Architecture Branch in 2000 through 2003.

General Description:
WDSOT intends to select a Mechanical and Electrical Engineering consultant and negotiate a Statewide On-Call agreement for Mechanical and Electrical Engineering services for buildings and related facilities throughout Washington. The professional capabilities of consultants must include Professional Registration as Mechanical and Electrical Engineers in the State of Washington.

Consultant work may include the following:

  • Pre-Design Services
  • Design Services
  • Commissioning Services
  • Construction Services
  • Post-Construction Services

Evaluation and Selection
The selection of consultants for projects or services will be made from a list of qualified consultants responding to this Request For Qualifications (RFQ.) All firms responding will be evaluated and ranked based on the criteria listed below. The top ranked firms may either be "short-listed" for interviews, with the top firm being selected from the interviews; or the consultant may be selected directly from the written submittals. As specific projects are identified for consultant services, top ranked firms will be selected from the roster and provided with a series of tasks, within the limits of the agreement.

The On-Call agreement amount totals $400,000 over a three (3) year period. However, there is no minimum amount of work guaranteed. Individual tasks will be negotiated as stand-alone assignments terminating when the task budget is exhausted or the task time frame has expired. The Agreement shall be terminated when the Agreement budget is exhausted or the Agreement time frame has expired.

Consultants will be evaluated and ranked based on their submittal in the following criteria areas:

  • Project Manager Experience
  • Key Team Personnel Experience
  • Pertinent Construction Administration Experience
  • Team's Ability to Meet Schedules
  • Team's Past Performance / References
  • Team's Ability to Work Statewide

Note: All categories will be rated on a scale of 0 to 10. These categories will be used to create a ranking of consultants. If interviews are held, the criteria for selection would be identified to those consultants involved in the interviews. In the event of tied rankings, selection shall be based on the discretion of the contracting agency.

Submittal Requirements:
Consultants that submit proposals in response to this RFQ must have the capability of providing the products and services listed under the project description of this RFQ. Joint ventures or sub-consultants may be used. WSDOT assumes no obligation of any kind for expenses incurred by any respondent to this solicitation. All submittals become the property of WSDOT and will not be returned. The top evaluated firms may be invited for an interview to allow the WSDOT to rank the most qualified firms or WSDOT may elect to select the top evaluated firms for the scored and ranked roster. The RFQ shall meet the following requirements or will be deemed non-responsive and will not be eligible for consideration of this roster:

This form must be completed in its entirety for the Prime and all sub-consultants or your submittal will be deemed non-responsive and will not be considered for this project. If you do not have access to the Internet, you may obtain a form by calling 360-705-7104.

There is a minimum twelve (12) point font requirement for the basic text for the entire RFQ. Any charts, graphs, table of organizations, etc., must be of readable size. The maximum number of pages allowed is twenty-five (25) 8.5 x 11 inch, typed, and single sided. The page number limitation excludes the Submittal Information Packet and cover letter. It does include the following: table of contents, text, graphs, divider sheets, tab sheets, index, and appendices.

Federal Forms SF 254 and SF 255 are not required for this solicitation. If these forms are included in the submittal, they will count towards the maximum limitation of twenty-five (25) pages. Four (4) copies of the submittals are due no later than 5:00 p.m., Wednesday, August 16, 2000, to Mr. Michael B. Rice, Director of Consultant Services, Washington State Department of Transportation, Transportation Building, P.O. Box 47323, Olympia, WA 98504-7323. Submittals may be delivered by courier to Mr. Rice at 310 Maple Park Drive SE, Room 3D6. Late submittals, or those delivered by facsimile, electronic mail, or any other format other than bound paper copies, will be deemed non-responsive and will not be considered for the project.

The department has an overall Disadvantaged Business Enterprise (DBE) Goal of 14%. The DBE goal for participation for this project will be obtained through a combination race-neutral / race-conscience means for federally funded tasks. The voluntary 10% Minority Business Enterprise (MBE) Goal and 6% Women Business Enterprise (WBE) Goal will be utilized for state funded tasks. The department encourages disadvantaged, minority, and women-owned consultant firms to respond.
