WSDOT now offers contractors the option to submit bid proposals electronically via BidX.com. This alternative submission method is in addition to the current paper copy submittal process.
After creating a BidExpress account and ordering a paper copy of the plans, specifications and bidding documents, contractors can prepare their bids using specialized bidding software (provided by BidX). Bids are then securely uploaded as a fully encrypted file, and may be revised or withdrawn all the way up until the deadline set for receiving bids. Bids are not downloaded until after the time set for receiving bids has passed, and are then opened on-screen during the public bid opening.
BidExpress is currently designed to support WSDOT projects scheduled for bid opening in Olympia, WA. Demo projects scheduled to open in Spokane are not available in our electronic bidding system at this time and must be submitted in paper copy pursuant to the project specifications.
