WSDOT now offers contractors the option to submit bid proposals electronically via BidX.com. This alternative submission method is in addition to the current paper copy submittal process.

How does it work?

After creating a BidExpress account and ordering a paper copy of the plans, specifications and bidding documents, contractors can prepare their bids using specialized bidding software (provided by BidX). Bids are then securely uploaded as a fully encrypted file, and may be revised or withdrawn all the way up until the deadline set for receiving bids. Bids are not downloaded until after the time set for receiving bids has passed, and are then opened on-screen during the public bid opening.

Can I submit my bid bond electronically as well?

Yes, provided you use one of the two previously approved firms: Surety 2000 or InsureVision.

Why are some WSDOT projects not available on BidExpress for electronic bidding?

BidExpress is currently designed to support prequalification-required WSDOT projects scheduled for bid opening in Olympia, WA. Projects that don't require prequalification, and projects scheduled to open in Wenatchee or Spokane, are not available in our electronic bidding system at this time and must be submitted in paper copy pursuant to the project specifications.
