Phase-In of Fluorescent Orange Sheeting & NCHRP 350 Compliant Construction Signs

Effective October 1, 2000, state DOTs receiving federal funds are to ensure that Category 2 traffic control devices (cones, drums, barricades, temporary construction signs and sign stands) meet NCHRP 350 crash test requirements. Contractors can self-certify certain devices, as per the specifications. OSC Construction Office met with representatives from industry, WSDOT and FHWA to develop a reasonable implementation plan for phasing in compliant construction signs and sign stands. WSDOT is also implementing fluorescent orange sheeting on our construction signs at the same time.

  • For now, the standard requirement for construction signs made with aluminum sign panels has not been changed.
  • WSDOT will require NCHRP 350 compliant Category 2 signs and sign stands on contracts advertised after December 31, 2007. Until then, existing signs and sign stands are acceptable, but they will be replaced with compliant devices as they wear out.

  • The WSDOT New Products Committee has a team working on how to approve NCHRP 350 compliant devices for use on construction projects, as not all compliant devices would be acceptable. Currently, roll-up signs which are compliant do not meet the specifications (aluminum panel required) and a change order would be required to allow their use.

“Partnership For Excellence In Contract Administration”

Associated General Contractors (AGC) and Washington State Department of Transportation (WSDOT) enjoy a close and productive relationship. Over many years WSDOT and the contractors of Washington State have together built an impressive transportation system, often without fanfare and often under difficult circumstances. Both WSDOT and the contractors must deal with the realities of cost constraints, difficult construction logistics and challenging field situations while at the same time keeping the best interest of our customer, the traveling public, foremost in their thoughts.

In review of the many great projects that have been accomplished and recognizing the pride that is shown by project teams winning other industry awards for excellence in construction work, it was noted that the PROCESS of a successful partnership in the administration of a project has not been given due recognition. The staff that works in the Project Engineer’s office and the team the contractor dedicates to a project all work largely behind the scenes. This team of people and their efforts are rarely recognized for what is a key part of the work and is essential for the project’s success.

With this in mind, AGC and WSDOT have established an awards program that will recognize outstanding administrative team efforts in accomplishing successful highway construction projects. The goal for the award is to specifically recognize those successful Contractor/WSDOT partnerships that utilize effective processes maintaining the highest regard for quality, timeliness, and effective contract delivery with a minimum of impact for all involved, including the traveling public. Issues that are successfully addressed by such partnerships are:

  • Dedication to cooperation and partnering, both formally and informally.
  • Successful and early resolution of disputes.
  • Timely project delivery including an expedited project closeout.
  • Environmental commitments met and effective preventative measures taken.
  • Utilizing unique innovations leading to cost savings, higher quality and/or better project delivery.
  • Employing early and aggressive approaches to complete required contract documentation. Identifying customers who may be impacted by the project with a focus on mitigating impacts to the public, quick response, and professional dealings with regard to complaints, sensitivity to impacts of the work on adjacent businesses, along with open and forthright public involvement.
  • Excellent risk and safety management.

While there are many more examples of success that could be noted, the essence of the award is to recognize the complete contracting picture, including how the entire integrated workforce, dedicated at all levels of the project team, works together to overcome the many challenges presented to the best possible benefit of all those who are involved or impacted by the project.

In the completion of your projects we encourage you to establish partnerships that promote these concepts. We also encourage you to be recognized for your successes in contract administration by competing for this award. Required Job Site Poster for Construction Contracts

A combination of both State and Federal laws require that on all WSDOT administered contracts. Some or all of the posters listed below are to be posted at the place of employment such that all employees have ready and free access to inspect their contents. The Project Engineer is to ensure the Contractor complies with these requirements.

  FHWA 1495 Wage Rate Information.
  FHWA 1022 Fraud Notice Poster.
  OFCCP-1420 Equal Employment Opportunity is the Law.
  WISHA P416-081-000 Job Safety and Health Protection.
  P242-191-000 Notice to Employees (L&I).
  F700-074-000 Your rights as a worker.
  EMS 9874 Notice to Employees (Emp. Security).

 

Approved Statement of Intent to Pay Prevailing Wages. A copy of the contractors L&I Approved Statement of Intent to Pay Prevailing Wages must be posted on the jobsite.

Prevailing wage rates from the contract provisions. A copy of the Federal Prevailing Wage rates must be posted on the jobsite as an accompaniment to poster FHWA 1495.

If Federal funds are involved , all of these posters are required. If only State funds are involved, the first three do not apply.

After contract execution and before work begins, the Contractor should be given a package containing the appropriate required job site posters. This package should also be accompanied by either a written or verbal explanation of the contents and include notification that the Contractor, each subcontractor, and each lower tier subcontractor will have to post a copy of the State L&I approved Statement of Intent to Pay Prevailing wages.

Statement of Apprentice/Journeyman Participation WSDOT Form 422-110

WSDOT is committed to using apprentices on all Department of Transportation projects estimated to cost two million dollars or more. As directed by the Washington State Legislature (RCW 39.04.320), Washington State will have an adequate supply of skilled workers in the construction industry for the future.

In preparation for this WSDOT will be including apprenticeship utilization specifications in three pilot projects, before the July 2007 implementation date. Form 422-110 EF has been developed for use in reporting apprenticeship utilization.

Condition of Award Goal Specifications related to the Disadvantaged Business Enterprises


General Special Provision (GSP) 07112C.FR1 is now available for use.  This GSP is used on federally assisted contracts that have established a Condition of Award (COA).  The most significant changes in the GSP includes the ability to count lower tiered Disadvantaged Business Enterprise (DBE) subcontractors.  What can be counted if the COA becomes decertified after the contract has been executed and what happens when there are quantities under runs on a contract involving work assigned to a COA DBE firm.

Fuel Cost Spreadsheet
These spreadsheets were developed to make it easier to make payment for any Asphalt/Fuel Cost Price Adjustments. They have been set up to do the required calculations based on the input, and supply either a payment or credit amount to be paid with the monthly progress estimate.
