WSDOT Escalation Clauses

Asphalt Cost Adjustment

The Asphalt Binder Reference Costs for Eastern and Western Washington are established by WSDOT using the average of the current price of asphalt cement furnished by Poten and Partners, Inc. for the Pacific Northwest. The Western average is based on Poten and Partners, Inc’s weekly average for the Seattle, Washington area. The Eastern average is based on Poten and Partners, Inc’s weekly average for the Eastern Washington area including Northern Idaho. The Asphalt Binder Reference Costs for the 1st - 15th will be the average of weekly prices with a week ending date prior to the 16th day of the month. The Asphalt Binder Reference Costs for the 16th through the end of the month will be the average of any weekly prices with a week ending date on or after the 16th day of the month and prior to the 1st day of the following month. If weekly price information ceases to be available from Poten and Partner’s, Inc., WSDOT will select and begin using a substitute price source or index to establish the Asphalt Binder Reference Costs at its discretion.

Projects in Northwest, Olympic and Southwest regions use the Western Reference Cost with the exception of Klickitat County which will use the Eastern Reference Cost.
Projects in North Central, Eastern and South Central use the Eastern Reference Cost.

The Western area includes Clallam, Clark, Cowlitz, Grays harbor, Island, Jefferson, King, Kitsap, Lewis, Mason, Pacific, Pierce, San Juan, Skagit, Skamania, Snohomish, Thurston, Wahkiakum, and Whatcom Counties.

The Eastern area includes Adams, Asotin, Benton, Chelan, Columbia, Douglas, Ferry, Franklin, Garfield, Grant, Kittitas, Klickitat, Lincoln, Okanogan, Pend Oreille, Spokane, Stevens, Walla Walla, Whitman and Yakima Counties.

*A project spanning Eastern and Western counties will use the reference cost of the county that the majority of the work will take place in.

Fuel Cost Adjustment

The Fuel Adjustment is based on the monthly On-Highway Diesel Fuel price for West Coast No. 2 Diesel Retail Sales by All Sellers provided by the Energy Information Administration (Department of Energy). If monthly price information ceases to be available from the Energy Information Administration, WSDOT will select and begin using a substitute price source or index to establish the monthly average fuel price at is discretion.

Steel Cost Adjustment

The Steel Adjustment is based on the monthly steel $/CWT for 20 cities provided by the Materials Cost Index of the Engineering News Record. If monthly price information ceases to be available from the Energy Information Administration, WSDOT will select and begin using a substitute price source or index to establish the monthly average steel price at is discretion.

Cost Adjustment Spreadsheets
These spreadsheets (xls 83 kb) were developed to make it easier to make payment for any Asphalt, Fuel, or Steel Cost Price Adjustments. They have been set up to do the required calculations based on the input, and supply either a payment or credit amount to be paid with the monthly progress estimate.
